Background <br />CONSIDER A RESOLUTION ACCEPTING <br />THE RESIGNATION OF THE ACCOUNTANT I <br />By: Givonna Reed Kone, Human Resources Manager <br />On April 15, 2008, Accountant I Angel Hoeffner submitted a letter of resignation. Ms. Hoeffner's last day <br />of employment with the City will be April 28, 2008. <br />Recently, staff was directed by the City Council to research the merits of a hiring freeze. The impetus for <br />this discussion was the economic downturn and the hiring freeze recently enacted by the State of <br />Minnesota in response to a projected budget shortage. Under the current State hiring freeze, <br />"essential" and "critical" positions may still be filled if they become vacant. <br />In late March, the Personnel Committee directed staff to create a list of criteria by which each <br />City of Ramsey vacancy could be evaluated. The purpose of the evaluation is to determine <br />whether a vacancy needs to be filled or, for example, whether the duties could modified, <br />eliminated, or reassigned to other staff members. The list of criteria for the evaluation of vacant <br />positions will be formally presented to the City Council for consideration in May <br />In an effort to be proactive, the Finance Officer, Assistant Finance Officer and Human . Resources <br />Manger met with the City Administrator to assess the need to fill the Accountant I position. The <br />consensus of the group was to recommend to the City Council that the Accountant I position be <br />filled. This recommendation is based on the attached assessment which was conducted by the <br />Finance Officer. <br />Staff Recommendation <br />Staff recommends that the City Council accept the resignation of Angel Hoeffner. Based on the <br />attached assessment, staff further recommends that staff be authorized to begin the recruitment <br />process to fill the Accountant I position. <br />Funding Source <br />The Accountant I position is included in the 2008 General Fund (95 %) and Enterprise (5 %) Budgets. <br />Expenses related to the recruitment process are also included in the 2008 General Fund Budget. <br />Committee Action <br />Make a motion recommending that the City Council accept the resignation of the Accountant I <br />and direct staff to begin the recruitment process to fill the Accountant I position. <br />PC: 4 - 22 - 08 <br />Reviewed By City Administrator <br />—105— <br />
