Commercial use motor vehicles and equipment may be parked outside for <br />short-term periods (8 hours or less) or for long terms under the following, <br />conditions: <br />. The vehicles and/or equipment shall be screened to a degree of 75% at <br />ground level view from the public right -of -way and adjacent <br />properties. <br />2. The vehicles and/or equipment shall be parked only on the side yard or <br />rear yard of the subject property and said items shall be parked on a <br />residential parking surface that consists of either bituminous pavement <br />or concrete, or outside the boundaries of the MUSA on a minimum of <br />con bit or prepared gravel wi.th at least 2 inches in depth, base applied <br />to the entire area beneath the motor vehicle or equipment, and <br />extending 12 inches beyond the perimeter of the motor vehicle or <br />equipment. <br />Commercial use vehicles and equipment intended to be parked outside <br />that cannot meet the criteria established in d.1 and d.2 above but can <br />provide for alternatives to same, shall be required to obtain an Interim <br />Use Permit. <br />4. Commercial use vehicles and equipment shall count towards the total <br />number of allowable items that may be stored outside in accordance <br />with Subd. 3.b.1 and 2 of this Section. <br />f Active agriculture vehicles and equipment necessary to sustain <br />agricultural uses are allowed to be parked or stored outside, and are not <br />required to be parked on prepared surfaces or screened, and do not count <br />towards the total number of items allowed to be parked or stored on a <br />parcel as established in Subd. 3b.1 and 2 of this Section. <br />g. Private and/or commercial use type motor vehicles and equipment shall <br />not be parked on a parcel unless said personal property is owned or leased <br />by a person residing on the parcel, or owned or leased by the employer of <br />a person residing on the parcel. The Minnesota Department of Motor <br />Vehicles registration records shall be used to determine the owner of <br />registered vehicles and/or equipment and said owner's address. <br />SECTION 3 SUMMARY <br />The following official summary of Ordinance #08 -_ has been approved by the City Council of <br />the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance. <br />It is the intent and effect of Ordinance #08- to amend Ramsey City Code Chapter 9 (Zoning <br />and Subdivision of Land) Section 9.11.082 (Off- Street Parking) to regulate outdoor storage of <br />vehicles and equipment by numbers versus operability. <br />
