Additional information will be available at the City <br />Council meeting for discussion. <br />Progressive Consulting Engineers is a consulting firm that specializes in water supply, with a solid background <br />and reputation in the engineering community. They propose to use Kollmer Consultants, Inc. for their <br />specialized inspections. Kollmer Consultants are widely respected in their field and have worked successfully <br />for the City in the past on both of our existing water towers. Progressive proposes a detailed scoping process <br />(in conjunction with City staff) to identify the features most important to us, and then to present that <br />information in a cost- benefit analysis prior to final design. They are very good at estimating project expenses <br />and controlling cost and schedule overruns. The only downside to their proposal involves the cost of their <br />services: Their proposal is approx. $20,000 more than Bolton & Menk's. Bolton & Menk's proposal also <br />includes services outside the scope of the RFP, amounting for a potential additional savings of $30,000. <br />Staff would be comfortable working with either consultant on this project. It is staffs desire to have this tower <br />on -line by the end of 2009. It is estimated that construction could be completed by this time, but the final <br />coating component may extend into the spring of 2010 due to temperature considerations. Time is of the <br />essence in moving this project forward if we hope to complete the improvements next year <br />This is the next step in the process for bringing the water tower on -line. Subsequent direction will be sought <br />from the Council at future dates for: <br />1. Acceptance of a Feasibility Study & authorization to prepare plans and specifications <br />2. Acceptance of the plans and specifications and authorization to bid <br />3. Authorizing award of bid <br />Funding: <br />The engineering services for this project, as well as the infrastructure itself, will be funded solely from the water <br />utility fund. <br />Recommendation: <br />City Staff recommends City Council authorize entering into an engineering services contract for water tower #3, <br />not to exceed $XXX, and to prepare a Feasibility Study for the design and construction of water tower #3 in <br />Elmcrest Park. <br />Council Action: <br />Motion to approve entering into an engineering services contract with the consultant of choice (based upon <br />discussion), and to authorization preparation of a Feasibility Study for water tower #3 in Elmcrest Park. <br />Reviewed By: <br />City Administrator <br />Public Works Director <br />CC: 4/22/08 <br />-182- <br />
