This recreational benefit is not currently available in
the City park system so maintaining this program until a swimming pool is available in
Ramsey makes good sense. The Ramsey Town Center Development will be bringing
more new residents to the City and we should continue to maximize the variety and
quantity of recreational opportunities and this program helps this effort. The savings
realized by the residents that have participated in the program exceeds the cost to the
City.
The summary provided by the Anoka Parks department is attached. Participation in the
program provides reduced rates on season passes for families, reduced rates for swim
lessons and reduced fees for the Ramsey Safety Camp. The 2008 rates have been set and
a summary is attached. A summary of the rates for lessons at area facilities is also
attached. The Anoka Aquatics program has the lowest rates for lessons.
Funding Source:
The Park and Recreation commission noted that the overall number of users has remained
constant over the past several years. Their motion recommended not making the
contribution this year while asking the Anoka Aquatic Center to track the number of
Ramsey Residents buying season passes or participating in lessons. This data would be
reviewed next year to determine if the City contribution affects the number of users.
Staff Recommendation:
The City Council has authorized the following programming expenditures for 2008:
Juvenile Diversion Program $ 10,000
Youth First $ 5,000
Alexandra House $ 6,000
Total $ 21,000
Projected Fund Income for 2008 $ 58,000
Programming 36%
Based on the discussion at the Park and Recreation Commission staff recommends denial
of the request to fund the Anoka Aquatic Center for 2008.
Council Action:
