He stated that there is $67,000 already budgeted for <br />the park improvement and the watermain looping is also already included in the budget. <br /> <br />Chair Elvig stated that he feels that this covers two priority levels in the CIP, for parks and <br />watermain looping. <br /> <br />Assistant City Engineer Himmer stated that there is $820,000 in the revolving improvement <br />funds that could be accessed for the road connection. <br /> <br />City Engineer Jankowski stated that the City has worked to eliminate the areas of the City that <br />are dependent on one main and this is one of the last. <br /> <br />City Administrator Ulrich asked if there had been complaints received about the water quality or <br />pressure from residents in the area. <br /> <br />City Engineer Jankowski stated that water pressure is quite good. <br /> <br />Utilities Supervisor Nelson stated that he does receive more complaints on the dead end systems <br />because the water isn't moving around, so the water sits stagnant. He stated that, for example, if <br />there is a fire in the area, the water gets very rusty because it stirs up the whole system. <br /> <br />Councilmember Olson asked where the last $100,000 needed for this project would come from <br />and how much the City could expect to generate from the sale of the remnant lot. <br /> <br />Assistant City Engineer Himmer stated that the funds could come from the Public Improvement <br />Revolving fund and noted that the City could expect to get a portion of that back when the lot <br />, was sold. <br /> <br />Chair Elvig stated that he likes the idea of having a connection through the neighborhood, <br />especially a trail connection because that would nearly connect the RTC with Alpine Park. He <br />stated that he has heard numerous comments from people that say they are near parks, but that <br />they cannot get there without driving. He stated that this is a perfect example of a way to get <br />people there without having to travel on a main roadway. <br /> <br />Councilmember Dehen asked if this was a high priority for Public Works, without the trail <br />connection. <br /> <br />Assistant City Engineer Himmer reiterated that the watermain loop is definitely a priority and the <br />excessively long dead end street while a priority, is probably not the highest. <br /> <br />Councilmember Dehen asked if it was included in the top five on the priority list. He asked if <br />Mark Riverblood had this on his list of priorities for completing the trail portion of this project. <br />He stated that he does not want to block priorities, but would like to benefit the most amount of <br />people. <br /> <br />Public Works Committee / March 18,2008 <br />Page 3 of 10 <br />
