<br />City Administrator Ulrich stated that there are three different projects being considered, the <br />watermain, the trail and the street and they all have different priorities. He stated that the <br />watermain loop is the first priority, the trail would be second and the street would be last. He <br />stated that doing them all at once gives the opportunity for the City to do everything when the <br />crews are out there. He stated that the watermain looping project potentially benefits a lot of <br />people. <br /> <br />Chair Elvig stated that the chance to complete all three of these projects all at one time, with the <br />approval of the MPCA, in his mind, raises the priority level. He asked what the downside would <br />be for completing all three. <br /> <br />Assistant City Engineer Himmer stated that there could potentially be neighborhood co~cems <br />about making these connections. <br /> <br />Chair Elvig stated that he doesn't think there will be increased traffic down the cuI de sac and <br />sees the chance for residents to have the benefit of hopping on the trail to get. to the park as <br />something that would far outweigh the downfall of having 5 more cars traveling their road. <br /> <br />Councilmember Dehen asked if there would be benefit in holding the neighborhood meetings <br />before the Council authorizes the proj ect. <br /> <br />Assistant City Engineer Himmer stated that he wanted to get direction from the Public Works <br />Committee before he went to the neighborhood meetings to see if he should present just the <br />watermain looping project or include the trail and road connections also. <br /> <br />Motion by Chair Elvig, seconded by Councilmember Dehen, to recommend that the City move <br />forward with neighborhood meetings for Project #08-XX, Alpine Park watermain looping; <br />including the roadway and trail connections, and parking facilities, because the Public Works <br />Commission feels there is a priority in completing the three projects at once. <br /> <br />Motion carried. V oting Yes: Chairperson Elvig, Councilmembers Dehen and Olson. Voting <br />No: None. <br /> <br />Case #2: <br /> <br />Consider Comment from 2008 Street Maintenance Program Public Hearing <br /> <br />City Engineer Jankowski stated that at the March 11, 2008 Council meeting, Chas Lundgren of <br />Vision Ease asked the City to consider delaying the sealcoating project on Sunwood Drive in <br />front of their location for a year. He stated that Mr. Lundgren stated that they have had some <br />issues with environmental dust causing problems with their operations and are installing new <br />equipment which should help this problem. He stated that less than 1 % of the particles from the <br />project could cause a problem. He stated that they are planning on using a special polymer oil <br />which helps the adhesion of the particles and also cures faster. He stated that the street will even <br />be swept the same day as the oil is applied. <br /> <br />Chair Elvig asked whether this was a new process or something the City typically does. <br /> <br />Public Works Committee / March 18,2008 <br />Page 4 of 10 <br />
