Staff would bring a case before the Parks Board to decide on other potential uses and
locations for the Old Town Hall.

Staff contacted Prodger Housemovers, based out of Wyoming, MN for the cost proposal
to move the Old Town Hall approximately 3 miles to Town Center. The cost came to.
$27,000. The City would still be responsible for the trimming or removal of any trees
along the moving route, permits, escort fees, and overhead utility costs. In addition, the
cost proposal does .not include materials or installation of materials when the Old Town
Hall is set on its new foundation.

It should be noted that the Old Town Hall property is designated as a historic site. Upon
moving the building, the property would lose its. historic designation, however the
building continues to maintain its historic value no matter where it is located. The City
received a $i6,OOO grant in 1996 from the Minnesota Historical Society for renovation
costs. However, the grant did not cover the costs to complete the interior improvements
to the building. Staff will be in contact with the Minpesota Historical Society as to what
implications moving the Old Town Hall will have on the status of the grant.

In addition, if the building is moved, the 0.48-acre lot could be sold to a potential buyer.
According to 2005 Anoka County records, the total market value (includes land and.
building) is $120,100 and the market value of land is $101,200. A cilrrent appraisal
could be acquired if Council wishes to direct staff to enter into discussions with adjacent
land owners regarding the potential sale of the property. Due to the acreage size, the
property could not accommodate a. new commercial development. ~andmark
Community Bank has expressed an interest in the property tc? the City, as they are
outgrowing their current facility and want to keep their main operations in the City of
Ramsey. Children's World may also be interested in expanding their operation or
parking lot.

Overall, the total cost of renovation and movement of the Old Town Hall is estimated to
cost $150,000 to $200,000, more accurate estimates could be obtained per the direction of
the CounciL These costs could be alleviated by the sale of the vacant lot.

Staff Recommendation:
Authorize staff to move forward on the process of moving and renovating the Old Town
. Hall within a park}n the Town Center.

'Council Action:
Authorize Resolution #05-XX, Authorizing staff to move forward on the process of
moving and renovating the Old Town Hall within a park in the Town Center.

Reviewed by:
Asst.
