Motion by~ ~otll~cilmember Cich and seconded by Councilmember Beyer to 1) approve the <br />performan~{ appraisal for Senior Engineering Technician Donald Johnson and the recommended <br />increase tG~¢ ~ine-year rate for salary grade 3.5, effective November 14, 1991; 2) approve the <br />performan¢{i al~raisal for Inspector Steven Lutmer and recommend that another performance <br />evaluation[14ke ~lace in three months; and 3) approve the performance appraisal for Recording <br />Secretary Id, A~tn Thieling and the recommended increase to the one-year grade 2, effective <br />November19} 1991. <br /> <br />Motion cai'ri, ed, Voting Yes: Mayor Gilloertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. ¥Oting No: None. <br /> <br />With regarlt~to .the Sergeant's position, Mr. Schroeder stated that the intent is to provide shift <br />supervisi°rl)for the senior employee and to provide direction to the younger staff. The Police Chief <br />and Police ${rgOnt could work together on the personnel activities for the Police Department. The <br />Personnel ~m~ittee directed the Police Chief and the Personnel Coordinator to draft a job <br />description 4'~r ttie Sergeant position and submit it to the Personnel Committee for their review. <br /> <br />Motion by.~out!cilmember Cich and seconded by Councilmember Beyer to proceed with the <br />position of $i~rg~ant for the Police Department based on an actual job description being previously <br />reviewed b~t the Personnel Committee. <br /> <br />Motion cad,ri_ed.: Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. VOting No: None. <br /> <br />The Personnel Committee recommended the entire City Council interview the candidates to fill the <br />Council vaoancy. <br /> <br />Motion by CiPuncilmember Peterson and seconded by Councilmember Beyer to conduct a special <br />City Councilimeeting at 6:00 p.m. on Wednesday, January 15, 1992 to interview the candidates to <br />fill the Coult~il Vacancy. <br /> <br />Motion ca~[ed.( Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Cich and <br />Hardin. VOting No: None. <br /> <br />City Admim.'$tra~r Schroeder stated that the Comp Worth Study and the contracts were discussed <br />at a meeting On ~laturday January 11, 1992 and also again this evening at a Negotiating Committee <br />meeting. It:was trecommended that no changes take place ~n the Comparable Worth Study until all <br />the present alapeals are settled. He added that the LELS had settled on their contract. <br /> <br />Motion by ~Oun¢ilmember Peterson and seconded by Councilmember Hardin to adopt the LELS <br />contract, as.Pres*nted, for 1992. <br /> <br />Motion carri,d. Voting No: None. <br /> <br />Case #2: <br /> <br />jOint Powers Agreements for Community School Programs in School <br />Districts g728 and #11 <br /> <br />City AdmiqiStrator Schroeder stated there are two potential actions with regard to community <br />school progrttms~: The first is a joint powers agreement with School District #11 and the second is <br />a joint powers agreement with the Elk River School District #728. He stated that although a <br />portion of l~a~s~y youth attend Elk River Schools, the City has not funded this district as yet.
