Mr. Charl~ B!~sner, Elk River School District g728 presented information to the Council <br />regarding th~ athletic program and the position of coordinator that the district is proposing. <br /> <br />Councilmernben Peterson stated that the intent of Council was to support community education <br />projects other than athletics, in District g728. He stated the City does not supplement the Ramsey <br />Youth Ath~fic Association, the Anoka Hockey Association, etc. <br /> <br />Mr. Blesner Statgr! that the City of Elk River is akeady taxing the residents of Ramsey for funding <br />for the Community Education Program. <br /> <br />Motion b~, Cott~cilmember Peterson and seconded by Councilmember Beyer to direct the <br />information regarding School District g728 back to the Budget Committee for further <br />consideratiOn. <br /> <br />Motion ca~ed. ~ Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Cich and <br />Hardin. VOting No: None. <br /> <br />Motion by c0unCilmember Peterson and seconded by Councilmember Beyer to enter into a joint <br />powers agrCemelat with the Anoka-Hennepin School District gl 1 Community School program as <br />presented. <br /> <br />Motion ca~ied. Vdt{ng No: None. <br /> <br />Case #3: Pi, esentation by the Anoka County Parks Department Regarding the <br /> L Master Plan for the Proposed Mississippi West Regional Park <br /> <br />City AdministratOr Schroeder introduced Mr. Dave Torkildson, Anoka County Parks Director, Mr. <br />Ron Cox, Par. ks Planner and Mr. David Larson, a graduate student at the University of Minnesota <br />Landscape Program. <br /> <br />Mr. Larson ,Presented the Master Plan for the Proposed Mississippi West Regional Park which <br />included veg~tatibn, accesses, activity plans, views from different areas of the park and roadways, <br />etc. and some!background information regarding the land acquisition. <br /> <br />City Enginee~ Jankowski stated that the City's Master Plan shows a frontage road on the south side <br />of Highway~,10 and inquired how the Master Plan just presented would compensate such a road. <br /> <br />Mr. Torkildson stated that Mr. Huseby donated his property for parks which means there are <br />certain restrictions that have to be followed. He added that until it is proven there is a definite need <br /> i · ' <br />for a serv ceroad.~n addition to the new bridge, all will be designed as park. He stated that if the <br />need for this service road occurs, the Parks Department will work with the City of Ramsey. Mr. <br />Torkildson al~o noted that Mr. Huseby is opposed to any use of the property other than for park <br />purposes. He'~rei[erated that the need for a service road would have to be proven and also that Mr. <br />Martin is no~ ~ur~:how he will restrict his property. <br /> <br />Mr. Jankow~Sk:i stated that Highway gl0 is p~-esently at a "D" level of service and MnDOT is <br />looking to tl~City to help mitigate impacts of the traffic onto Highway gl0. He recommended the <br />service road be d~veloped whether there is a bridge or not. <br /> <br />Mr. Torkilds°n again stated the Parks Department would work with Steve Jankowski and Ryan <br />Schroeder reg~ding the service road if the need comes up.
