he stands behind those comments and also feels that Ramsey residents should be treated equal to
sibling preference. He asked how many Ramsey residents were currently on the waiting list.

Mr. DeBruyn stated that there are approximately 20-25% of Ramsey residents that make up their
waiting list.

Councilmember Jeffrey reiterated that he feels the residents have selected this school and they
should be treated as equal as sibling preference. He stated that before. he will consider a second
school, he feels Ramsey kids should have this school as an option. He reiterated that his children
attend the Anoka schools and are very happy there.

Mr. DeBruyn stated that there is a nursing home facility being built down the street and asked if
Ramsey residents were going to get a preference there.

Councilmember Look stated that there is a Ramsey resident preference at Savannah Oaks

Councilmember Jeffrey noted that the other senior facility that will be located down the street
has not begun construction, but the City has asked for Ramsey preference.

Mr. DeBruyn asked if the same Ramsey preference was asked for from Coboril's that they must
supply Ramsey residents first.

Councilmember Jeffrey stated that he did not think children should be treated the same as retail
stock. He stated that he agrees with the notion that residents should have a preference to have a
school in the City. He noted that people from other communities, that attended PACT, had other
public school options, as well.

Councilmember Strommen left the meeting at 9:03 p.m.

Mayor Gamec suggested that this issue be brought back for Council discussion at the next
meeting. He stated he would like to take brief comments from each side and the Council could
consider the resolution.

Councilmember Dehen stated that he wanted to make it clear that there was no intent, on his part,
to keep the City in the dark about the case. He stated that he anguished over whether to involve
the City at all because he didn't think it was appropriate for the City to fund a case that he
peripherally benefited from. He stated that he ultimately decided to involve the City because he
feels this has a wide effect for the residents. He stated that he has talked to City Attorney
Goodrich and City Administrator Ulrich throughout the process to discuss strategy. He stated
that the reason that he is asking for a resolution is because it gives a statement of the Council's
intent or displeasure with what is occurring for the enrollment process and nothing else. He
stated that to answer Mr. DeBruyn's comment that he knew about the lottery begin postponed
until April 15th, he did know that the lottery was postponed, but he did not know when it was to
be held, so he felt in the best legal sense, it was in the best to block it.

City Council Work Session IAprill, 2008
Page 16 of20
