<br />Councilmember Olson stated that she feels this is a two-part issue, giving Ramsey students <br />preference and the possibility of a second location. She stated that she doesn't feel they should <br />be lumped together. <br /> <br />Councilmember Look read again from the March, 22, 2007 minutes, that the Council was <br />looking for a 50% approach for emollment and would favor a second school site. He stated that <br />he is not sure if that is what the Council currently feels. He stated that he is just asking PACT <br />to follow the intent of the State Statute. <br /> <br />Mr. DeBruyn stated that he has said from the beginning that they would follow this through the <br />proper channels. <br /> <br />Councilmember Jeffrey asked how soon .the City could get a legal determination and when the <br />lottery can move forward. <br /> <br />Councilmember Dehen stated that the judge has 90 days to decide and some judges take more or <br />less time. He stated that it is not his or Councilmember Look's desire to hold up anything and <br />noted that the case is scheduled for argument on April 14, 2008. He stated that he does not want <br />this issue to drag on, but would like to get a ruling that everyone can be bound by. <br /> <br />Mayor Gamec stated that two Councilmembers have left, so he does not want to have anymore <br />discussion tonight without a full Council. <br /> <br />City Administrator Ulrich that at the next meeting there will be a resolution for the Council to <br />consider supporting the concept of a priority for Ramsey pupils. He stated that this is not <br />necessarily supporting the lawsuit. He stated that another issue to consider would be the possible <br />second school and he thinks from discussion tonight that the Council would support a priority for <br />Ramsey residents for any future schools also. <br /> <br />Councilmember Dehen stated that he feels the Council needs to be careful about the <br />ramifications of agreeing to a second school, which is why he included that in his resolution. <br /> <br />Mr. DeBruyn asked if the Council had received their response to the lawsuit. He stated that he <br />feels it is important that the Council have this information. He stated that he feels there are more <br />than two sides to the issue. He stated that while Ramsey residents want to be given priority, he <br />feels that they would change their minds as soon as they become emolled in the school because <br />any siblings would be disadvantaged because there would be very little chance of them being <br />emolled in the school. He stated that he feels they would not be in this situation if the whole <br />second school was not brought into the discussion. He stated that from the beginning, <br />Councilmember Look has stated to him that the Council will never support a second school in <br />Ramsey if this isn't interpreted the way he believes it should be. He stated that he agrees with <br />Councilmember Strommen that it would have been nice if the full Council had been brought into <br />the discussion earlier so a reasonable approach could have been taken to resolve this. <br /> <br />City Council Work Session /Aprill, 2008 <br />Page 17 of20 <br />
