<br />Councilmember Dehen stated that he will look at any proposal that is sent to him and noted that <br />this process can be stopped if PACT wants it to and the two parties can agree to something. He <br />recommended that Mr. DeBruyn do legislative research. <br /> <br />Mr. DeBruyn asked for copies of the information that Councilmember Dehen had found because <br />it will save him the cost of getting it for himself. <br /> <br />Councilmember Look stated that as a sitting Councilmember, he has the right to weigh in with <br />his opinion as it relates to a second school. He stated that he knows that for anything to pass, it <br />will need four Council votes. He stated that he and Councilmember Dehen have been accused of <br />acting on behalf of the Council and he wants to make it very clear that they are fully aware that <br />they do not act or speak on behalf of the Council. He stated that his goal is that this will be <br />resolved as quickly as possible. He stated that he understands that there is a lottery process and <br />that there are no guarantees that his children will be able to attend the school. He stated that his <br />responsibility is to represent the majority of the people in the City. <br /> <br />City Administrator Ulrich stated that this issue will be scheduled for the April 8, 2008 Council <br />meeting. . <br /> <br />A lady from the audience asked if there would be a chance for public input. <br /> <br />Mayor Gamec stated that he will allow some comments, but would prefer a petition. <br /> <br />City Attorney Goodrich noted that this will not be a formal public hearirig. <br /> <br />Mayor Gamec recessed the Work Session at 9:20 p.m. and reconvened at 9:30 p.m. <br />Councilmember Look was not present. <br /> <br />Case 4) <br /> <br />Discussion of City Participation in Preliminary Environmental Review and <br />Design for Ramsey Station - Northstar Commuter Rail Service <br /> <br />City Administrator Ulrich stated that the City has received a request from the County to pay for <br />50% of the preliminary environmental review and design for the rail station. He stated that this <br />would be $87,134 and staff has identified surplus revenues from the 2007 general fund budget <br />that could be used for this purpose. He stated that the Anoka County Regional Railroad <br />Authority meets on April 8th prior to the next Council meeting, but would like an indication from <br />the Council if they will support this involvement before the Council meeting. He stated that he <br />has had a conversation with County Commissioner Berg who feels that there may be a way to <br />reimburse this money when the upcoming sale tax money comes through for transit projects. <br /> <br />Mayor Gamec stated that he feels that Commissioner Berg will really support reimbursing this <br />money to the City. <br /> <br />There was a Consensus of the Council to send a letter to the Anoka County Regional Railroad <br />Authority indicating the City's willingness to pay $87,134, which is 50% of the cost for <br /> <br />City Council Work Session /Aprill, 2008 <br />Page 18 of20 <br />
