<br />Land Use <br /> <br />Mayor Gamec stated that there was discussion at the last meeting about Goal #6: Ramsey Town <br />Center (R TC) is constructed in accordance with its vision. He stated that he feels this is fine as it <br />is stated because until there is a new plan, that statement is true. <br /> <br />Mr. Carlson stated that the concern came from "its" vision, because there was thought that there <br />needed to be changes made to the vision. He stated that the Council can modify the PUD and <br />vision for the RTC at any time. He stated that, to him, the heart of this isn't that the City sticks <br />with exactly every point in the plan as it is now, but that there is a comprehensive plan and <br />coherent vision for the RTC. <br /> <br />Councilmember Strommen stated that perhaps the word "vision" shoul<;l be changed. She stated <br />that there will be a difference in the master plan and zoning that was originally adopted, but she <br />does not want to see things like walkability and having gathering places available change. She <br />reiterated that perhaps a language change was needed and suggested the word "principles" be <br />used rather than vision. <br /> <br />Councilmember Elvig stated that he agrees that the word vision is a problem. He stated that he <br />would like to include specifics that there will be walkability, a sense of downtown, and <br />residential density to support transit systems, etc. <br /> <br />Councilmember Jeffrey suggested changing the wording to: "The RTC will be constructed in <br />accordance with its core values." He stated that he feels this gives enough flexibility for the <br />plans to change, but keeps the intent of the Council. <br /> <br />Mr. Carlson suggested including specifics along with the core value statement, such as ... "in <br />accordance with its core values of density, walkability, transit oriented development, parks and <br />greenspace. " <br /> <br />Councilmember Elvig stated that he would also like to include a downtown feel in that list. <br /> <br />Mayor Gamec questioned whether it should include statements about retail and shops. <br /> <br />Councilmember Strommen stated that this is mixed use which covers both residential and <br />retail/commercial. <br /> <br />Councilmember Dehen stated that he doesn't understand how this document changes anything <br />because the Council can collectively have a different vision. <br /> <br />Mayor Gamec stated that he thinks rewording this goal will give a better idea of what the City is <br />looking for than with the word "vision". <br /> <br />Councilmember Elvig stated that there are writings about the RTC somewhere and suggested <br />that some of the wording could be taken from these documents. <br /> <br />City Council WorkSession /Aprill, 2008 <br />Page 2 of 20 <br />
