<br />Councilmember Jeffrey stated that there is supportive documentation for each goal listed under <br />the strategies portion. <br /> <br />There was a consensus of the Council to change the word "vision" to "core values" and keep the <br />statement simple. <br /> <br />Councilmember Strommen stated that she doesn't understand the difference, if any, between <br />Goal #1 and Goal #3. She stated that she also questions whether these statements are more basic <br />operating principles rather than goals. <br /> <br />Mr. Carlson stated that he does think these statements are different and feels it is appropriate to <br />include them in the comprehensive plan. He stated that there was a lot of discussion at the public <br />meetings about the needs and rights of existing residents versus future developers, so he feels <br />this should be included in the goals. <br /> <br />Mayor Gamec agreed that these were issues that had a lot of discussion at the public meetings. <br /> <br />Councilmember Dehen questioned Goal #5: Efficient Growth. He questioned whether this was <br />efficient versus inefficient growth. He stated that what bothers him about this document is that it <br />seems to be so general and these things are goals for every city. He stated that he is bothered that <br />the City is paying a lot of money for this general information. <br /> <br />Mr. Carlson stated that these goals came from the public meetings and he has been asked, in <br />various tones of voice, to make sure that what came out of the public meetings makes it into the <br />comprehensive plan. <br /> <br />Councilmember Dehen reiterated that he feels these goals are what every City will want. <br /> <br />Community Development Director Miller stated that many communities are not growing <br />efficiently and gave an example of a developer choosing a piece of property that is less <br />expensive and more convenient for them and cities are paying to run utilities to this property <br />even though it is way outside of where they currently have utilities. She stated that for this <br />reason, she thinks it is important to include efficient growth as a goal. <br /> <br />Councilmember Dehen stated that he just questions why the City IS spending money on <br />something that is so general and doesn't seem specific to Ramsey <br /> <br />Councilmember Olson stated that she thinks this document just puts a stake in the ground that <br />shows the area of focus. She stated that regarding Goals #1 and #3, she agrees that there is a lot <br />of overlap in the strategies and feels they could be combined into one statement. <br /> <br />City Administrator Ulrich suggested: "To develop a system of fair and consistent land use <br />regulations, which balances the needs and rights of existing residents with developers".
