,.

Councilmember Elvig stated in response to Community Development Director Miller, that if a
developer wanted to pay for the City to bring utilities to a convenient piece of property, that the
City would be willing to fill in the areas in between.

There was a consensus to combine Goals #1 and #3 and include all strategies underneath.

Housing

Mayor Gamec asked if Goal #2 should include a statement about the City trying to get more
executive type homes.

Councilmember Strommen stated that no matter the price point, the City would like to see
quality construction.

Councilmember Elvig stated that something he would like to see addressed is that all the homes
have putty colored horizontal siding. He stated that even the homes that cost $350,000 to
$400,000 all look the same from the back.

Mr. Carlson stated that the Council could put design standards in the code for architectural
variety on all four sides.

Councilmember Elvig stated that he would like to include something about this III the
comprehensive plan.

Councilmember Dehen stated that he would also like to include something about design
standards in the comprehensive plan because he has heard numerous complaints about "cookie
cutter". design.

Mayor Gamec stated that in Brookview, the layout and roundabout have helped make it a more
unique development.

Councilmember Elvig stated that he agreed that it looked more unique as you drove through the
neighborhood, but every single house looks the same when you drive past.

Councilmember Strommen stated that she feels City-wide standards should be adopted for
architectural or design standards, but suggested that the City also consider identifying designated
visual corridors that may trigger a higher standard for design, such as Highway #47, to preserve
some sort of view.

Councilmember Elvig stated that he would like to promote a variety of color, finishes, and
building materials. He stated that people don't paint their houses anymore, so, what siding the
developer puts on is what stays.

Assistant Community Development Di:t;ector Frolik suggested that the City would work with
developers on color palettes and that the language from the comprehensive plan will carryover
to the City Code.

City Council Work Session / April!, 2008
