<br />Mr. Carlson suggested that this goal could be incorporated under Land Use and include a <br />statement about the rights of the property owner over a wider spectrum of issues, not just natural <br />resources. <br /> <br />A man from the audience stated that people are afraid the City will take property away from <br />them to protect natural resources. He stated that he also recommends educating people on how <br />to protect natural resources. <br /> <br />Councilmember Olson stated that she would like to see this goal moved under Land Use as a <br />stand alone goal, but include other issues, not just natural resources. <br /> <br />There was a consensus of the Council to move Goal #2 from Natural Resources to Land Use. <br /> <br />Councilmember Strommen stated that under Goal # I, strategy point 3, the word "monetized" is <br />not the correct word. <br /> <br />City Administrator Ulrich suggested that the rest of the goals and strategies be discussed at a <br />future work session. <br /> <br />Mayor Gamec agreed and stated that he would like to have a one item work session, so this can <br />be given enough time. <br /> <br />The Work Session was recessed at 7:03 p.m. and reconvened at 7:07 p.m. <br /> <br />2) Request from Ramsey Resident for Participation in an Amicus Curae - "Friend of <br />the Court" Brief <br /> <br />City Attorney Goodrich stated that Terry Hendriksen is involved in a legal case with Stock <br />Roofing Company regarding roofing done for his residence on 2005. He stated that Mr. <br />Hendriksen has alleged that there was consumer fraud, which was denied in district court. He <br />stated that Mr. Hendriksen would like to appeal this ruling and has contacted the City asking <br />them to participate in an Amicus Curae. <br /> <br />Mr. Hendriksen stated that he feels his claim of consumer fraud was denied by the district court <br />because there wasn't a public interest involved. He stated that he feels there is a public interest <br />involved because Stock took out 26 building permits in the City and there were only 2 final <br />inspections completed, one of which was instigated by the homeowner, not Stock. He stated that <br />he feels there is a strong public interest in having contractors voluntarily comply with the <br />building inspection requirements of having a final inspection. <br /> <br />Building Official Kaehler stated that the rules of the permit are very specific that the applicant <br />has the responsibility to notify the City when something is ready to be inspected and to keep it <br />available for inspection. <br /> <br />City Council Work Session /Aprill, 2008 <br />Page 7 of 20 <br />
