<br />Councilmember Look gave the example of Eniva looking for a place in either Anoka or Ramsey <br />and working with a real estate company that represented both Ramsey and Anoka. He stated that <br />they chose Anoka and he would like to look at how the City could prevent this from happening <br />inthe future, so there isn't the direct competition with a neighboring city. <br /> <br />Councilmember Strommen stated that she did not want to have this debate at tonight's meeting, <br />but agrees that there are reasons to explore creation of our own Chamber of Commerce, but feels <br />the City would still need to have partnerships with other communities. <br /> <br />Councilmember Jeffrey stated that he feels it is the City's responsibility to become active in the <br />area Chambers. He stated that perhaps Community Development Director Miller or City <br />Administrator Ulrich needs to get more involved in the regional Chambers. He suggested <br />leaving the strategies as they are listed and "explore" an opportunity to develop the City's own <br />Chamber of Commerce, but continue to partner with neighboring communities. <br /> <br />Assistant Community Development Director Frolik noted other items from the EDA that were <br />suggested for review. <br /> <br />Councilmember Strommen stated that it appears that the EDA items were already included in the <br />document. <br /> <br />Natural Resources <br /> <br />Councilmember Strommen stated that she does not understand Goal #2: Property rights are <br />protected along with natural resources. She stated that she feels protecting property rights is a <br />broader concept and the City is looking to do this in all areas, not just when talking about natural <br />resources. She stated that she does not want to eliminate the statement, but feels it is misplaced <br />and suggested that perhaps it be included under Land Use. <br /> <br />Councilmember Jeffrey agreed that it could be included as a goal under Land Use. <br /> <br />Councilmember Look read through the strategies for Goal # 1 and feels it may be a good idea to <br />include this as a goal because it reminds people that the City isn't going to just "roll over" <br />people. <br /> <br />Councilmember Strommen stated that she feels very strongly that the emphasis on property <br />rights rather than natural resources is misplaced because the City should be mindful of property <br />rights no matter what the activity is. <br /> <br />Councilmember Look stated that he thinks this issue was brought forth at the public meetings <br />because the Wetland Buffer Ordinance, in the public's opinion, devalued some property, so he <br />doesn't think this should be stricken from the goals. <br /> <br />Councilmember Strommen stated that she was not suggesting it be stricken, but moved under <br />Land Use. <br /> <br />City Council Work Session IAprill, 2008 <br />Page 6 of 20 <br />
