Further diSCOssi0n: Councilmember Peterson stated he would like input from the representatives <br />as to how th~ C~ncil could help or participate in this cause. Councilmember Hardin felt that input <br />was very i~po~ant and asked that the representatives report quarterly to the Council what is <br />happening ~v~ith .NSCAH. It was determined that the City would pay the $12.00 fee per individual <br />for the calendar year. <br /> <br />Motion caviled. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, Beyer and <br />Zimmerman/ Voting No: None. <br /> <br />Case #3: D.A.R.E. Grant Application <br /> <br />Finance OffiCer Helling stated that Police Chief Auspos has applied for a grant application for up to <br />$4,000. S,he stated this would be new money and she would keep them informed on the <br />development. <br /> <br />Case #4: Discussion of Snowmobile Ordinance <br /> <br />City Administrator Schroeder stated that to date, there have been 36 snowmobile complaints as <br />compared toi155 '~tt this time last year. He explained the provisions of the snowmobile ordinance <br />which states there is a $700 fine or imprisonment or both for anyone in violation. He added that it <br />is very difficult tO enforce this ordinance as the Police Department does not own any snowmobiles <br />to be able tO track the violator. Mr. Schroeder informed Council that even if the Police Department <br />had access t0 a s]aowmobile, Chief Auspos does not feel he could remove one of his officers from <br />regular duty and place him on snowmobile duty. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to direct Staff to <br />pursue law ,e~nforeement with regard to snowmobile use by soliciting the assistance of snowmobile <br />clubs in g~lfing~communication across to their members on rules and regulations of the City <br />snowmobile Ordinance. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson, Beyer and <br />Zimmerman. VOting No: None. <br /> <br />Case #5: : Renewal of Garbage and Refuse Haulers License for Gallagher's <br /> Service, Inc. <br /> <br />City Admia. iStrator Schroeder stated that on June 12, 1991, Gallagher's Service dumped garbage <br />from one of'their dumpsters onto a private, commercial parking lot because of lack of payment of <br />the bill by th~ ortner of the commercial facility. City Staff contacted Gallagher's Service to direct <br />them to cl~a.n UP the garbage which they did not. The City then contracted with Waste <br />Manageme~ti In~. to clean up and_, haUl away the rubbish and paid them $121.41 for their servic,e. <br />The City th~t~ invoiced Gallagher s Service in the same amount. City Staff contacted Gallagher s <br />Service andthey-stated they did not intend to pay this amount; instead they had forwarded the bill <br />to Mr. Mo~Oz'slast known address. No payment has been made to the City to-date. Mr. <br />Schroeder ~ated he believes it is Council's unstated position that contractors and license holders <br />within the Ci,ty of Ramsey will continue to perform services in the City of Ramsey only when an <br />expected le~l of service continues. Mr. Schroeder also believes it is Council's opinion that this <br />incident involving Gallagher's does not demonstrate the level of service desired by the Council. <br /> <br />Mr. Rick Galtagher of Gallagher's Service, Inc. was present and stated t,h_at the owners of Moroz <br />Hardware o~e $$31.00 for garbage pick-up. He said it was Gallagher s intent to just leave the <br />dumpster sii ~n the parking lot to be used for leverage with the new owner until payment was <br />received burthe City insisted on the dumpster being removed. <br /> <br />City Council/January 28, 1992 <br /> Page 6 of 10 <br /> <br /> <br />
