Absent: Councilmember Beyer. <br /> <br />Case #5:' Presentation of Feasibility Study for 1992 Street Maintenance <br /> Program <br /> <br />City Engineer J~kowski stated the feasibility study for the 1992 Street Maintenance Program had <br />been reviewed ~y the Budget Committee and the Road and Bridge Committee. He stated the <br />program is ~nten~ed to address the routine maintenance needs of all the City maintained roadways <br />on a minimum ~ven-year interval. The program cost is anticipated to be $152,700, of which <br />$127,200 ~_!1 I~ construction related costs. Financing the program proposes $54,000 in assessed <br />costs, $48,000 ila MSA and developer escrow funds and $53,000 in bonding by the City. He <br />recommended City Council accept the feasibility report and set a date for the public hearing. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to adopt Resolution <br />~)2-02-024: gec~ving report and calling for a hearing on Improvement Project #'s 92-01, 92-02, <br />92-03, 92-04~ 9005, 92-06, 92-07, 92-08, 92-09 and 92-10 and set March 10, 1992 as the date <br />for the public, heliring. <br /> <br />Motion cat~ri, ed~ Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson and <br />Zimmerman. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Case #6: Ramsey Code Enforcement/Clean-up Day <br /> <br />Project Maria ler iGromberg stated that the plans for Ramsey's annual spring clean-up day are being <br />worked out~ graft is suggesting that the City commence a project that involves Staff initiation of <br />abatement ptocsedings in a fairly rigorous fashion for the properties deemed most out of <br />compliancetv~_i_'th~he City ordinance relating to property appearance, culminated by the 1992 clean- <br />up event. Mr. Gromberg stated the City would approach long term and/or major stockpilers of <br />auto hulks/garbage/debris, providing notice of intent to work with them to rectify the current <br />situation follPw~d by a rigorous enforcement and abatement. This service would encourage <br />residents toi¢learl_ up their lots and bring them into compliance with City Code. He stated the rest <br />of the proposal is similar to last year's program. <br /> <br />Doug Foun~in, 15255 Garnet Street N.W., Ramsey - stated he is very concerned about Council <br />having to diract City Staff to enforce the ordinance when the ordinance has been in eff6ct all the <br />time and cor~finual enforcement should have been taking place. <br /> <br />Mayor Gilbertson stated that Staff is seeking conf'n'mation of council's support of aggressive code <br />enforcement, <br /> <br />Mr. Fountain expressed support for Council's new attitude regarding Code enforcement. <br /> <br />Motion by C~ouneilmember Hardin and seconded by Councilmember Zimmerman to direct Staff to <br />complete tho pla~ining for the 1992 Spring Clean-up Day with subsequent funding review by the <br />budget Comtnittce and to direct Staff to continue efforts to enforce the nuisance ordinance. <br /> <br />Motion carded.
