Case g'/: I~ Authorize City Adm~mstrator to Cause Repair of Septic System at <br /> I~593 Bowers Drive N.W. <br /> <br />City Engin~r Jankowski stated that on January 31, 1992, a complaint of sewage discharge onto <br />the ground~was~'eCeived by Building Official Glyn Huff. The City Inspector investigated the <br />complaint, ~nf~xned its validity and photographed the discharge. A letter was sent to the property <br />owners ad .~.'~in~them they would have to fix the problem. The property owners contacted the <br />Building O~ci~ and informed him they could not afford to take care of thc problem at this time. <br />Mr. Janko~s~ s~atcd that a similar complaint against thc same address was received in 1985 and at <br />that time th~ ~2it~ Council indicated that any future septic system failure would require immediate <br />repairs. H0~ ~tat~ that City Code states that if the owner fails to comply with the notice to repair, <br />rehabilitate~ al~ t¢ the problem, the City may order the owner be prosecuted and order the repairs. <br />A statemen~ o~f ~ cost of the work shall be given to the City Council and they will levy the amount <br />as a speciaL~a~ seSsment against the property. Mr. Jankowski stated that in this case the cost would <br />be about $~000 ilo $5,000, depending on the type of the septic system installed. <br /> <br />Mr. Pratt, 0~nerof the property was present and stated that they have the system pumped every <br />six months ~afid that there is not a problem with the system until it gets to that point. He added that <br />they were n0i aware of this problem when they purchased the home. <br /> <br /> [ <br />Mrs. Pratt 0~pl ,alned that they agree the septic system needs repair; however, they just cannot <br />afford it at ~.s t~e. She stated they are willing to work with the City. <br />Councilmember Hardin stated that last year the City had allocated money to the County Housing <br />RehabilitattoB 17t'ogram and suggested that Zoning Administrator Frolik contact the person <br />administerifilg thee funds to determine if the Pratt's would qualify for some financial assistance. <br /> ~ . <br />The Pratt's :offer~¢d to get some estimates for septic repair and get back to City Staff with the <br />informatiom <br /> <br />Alan Pears0~g 1~821 Bowers Drive N.W., Ramsey - stated that the subject property was formally <br />part of the ~e .~..on farm and there are ground water springs in the area which are partially <br />responsible ~dr t~ problem. <br /> <br />Mr. Pratt s~trxt h~e had spoken with Building Official Huff and he had mentioned that the PCA <br />might possibl~ 15~lp by matching 50% of the funds to help replace the failing septic system.
