Karen Brown, 7854 142nd Avenue, stated that she agreed with Councilmember Look that she
chose to use the word "whiners", not Councilmember Look. She stated that she feels that
Councilmember Look misinterpreted and misrepresented what" her neighbor Mary Tuso said
when he asked about the noise she heard dUring the snowboarding event. She stated that Ms.
Tuso said that she had heard the P A broadcasting from inside her home and it did not sound
similar to the music that was playing when Councilmember Look was there. She stated that this
is the first time she has ever complained about Diamonds. She stated that when music is playing
she cannot sleep at night. She stated that she doesn't think the decibel level rule applies to a P A
system. She stated that she is fine with the events that don't make noise or need a P A system,
such as the farmer's markets. She stated that she doesn't understand why a car show would need
to have a P A system. She stated that her neighbor wouldn't come to tonight's meeting because
she is too upset by the situation.

City Attorney Goodrich stated that Police Chief Way was on his way to the meeting to answer ~
Council questions about decibel levels.

Councilmember Strommen stated that she feels the noise issue is a separate issue and would like
to take a step back and look at the big picture. She stated that 34 events in the summer is a lot
and she feels this is a dramatic change from the current situation that only holds occasional
special events. . She stated that she is also confused about the events - because some of events
say Monster Auctions and some say First Class Auctions. She asked what entity is making this
application and how it relates to Diamonds activities.

City Attorney Goodrich stated that RGG, LLC owns the property, Diamonds is the lease holder
and Monster Auctions is applying as an additional entity to sublease from Diamonds. He stated
that he has already advised the City that he feels all three entities will need to sign and approve
anything related to this application.

Mr. Gruber stated that the first proposal was under the name. First Class Auctions, but someone
already owned that name, so the name was changed to Monster Auctions. He stated that they
would sublease one of the softball fields for their events and he wanted it to be clear that their
events and Diamonds events are totally separate even though they are listed on one schedule.

Mayor Gamec noted that in the letter from Monster Auctions, they stated "we" currently own the
17 acres of land at Diamonds.

Mr. Gruber stated that RGG, LLC consists of four people and one of those people is involved in
Monster Auctions. He stated that the statement in the letter is not accurate.

Councilmember Strommen stated that the Planning Commission had cited concerns about public
safety and traffic and she questions whether a traffic study would be warranted. She reiterated
that she feels this is a change in the property use and not just a tweaking of the existing CUP.

Mr. Gruber stated that softball is not as popular as it used to be and the team numbers are down
about 30-40%. He stated that he has tried to come up with ways to enhance his business with
other events. He stated that, in his opinion, flea markets and farmer's markets are less intrusive

City Council I March 25, 2008

P31
