than a softball tournament and doesn't consider them additional events because they are taking
the place of softball.

Councilmember Strommen stated again that she feels this is a new usage because Diamonds
doesn't currently hold car shows or auctions. She stated that she thinks the idea of a farmer's
market is great, but feels the City needs to look at this in a new frame and not just tweak the
existing CUP.

Mr. Gruber stated that he agreed with this, which is why Monster Auctions applied with an !UP,
not a CUP.

Councilmember Olson reviewed the schedule of events and noted that there are some events
being discussed that were not included on the schedule. She stated that she applauds Mr. Gruber
for finding creative ways to get some things like the flea markets and farmer's markets in the
City.

Mr. Gruber stated that some of the auction events are not included on the schedule because it is
too late to get them scheduled this year.

Councilmember Dehen stated that the issue for him always comes down to noise and an issue of
trust. He stated that he doesn't like the idea that these events could cause noise, but the City
doesn't know how much noise, because there is no way to measure it, which concerns him. He
stated that he thinks people need to tolerate some noise, but feels the problem is the frequency of
events. He stated that he doesn't think people should have to listen to events week after week on
a P A system. He stated that his idea is to reduce the amount of time spent on the P A system until
there is a trust factor in place. He stated that he feels everyone needs to work together so it is not
Mr. Gruber vs. The Neighbors. He'stated that he wants to err on the side of peace and quiet in
the neighborhood, but feels a lot the events sound like fun and especially likes the farmer's
market idea. He reiterated that he would like to push back the number of events that use a P A
system and see how things function during a few events this summer.

Mr. Gruber stated that this was one of the reasons the schedule list was created. He reminded the
Council that he would like the two Special Events Permits that he plans to apply for to be
considered separately. He noted that there are only 4 events that will require a P A system.

Councilmember Strommen stated that there are actually 6 events listed that will use a P A system.

Mr. Gruber stated that he agrees with Ms. Brown that the car shows shouldn't need a P A system
because the awards ceremony can be held inside the building.

Councilmember Look stated that by eliminating the car shows, there are 4 auctions with P A
systems, May 3, June 7, July 12 and September 13. He asked if this schedule would be
acceptable to Ms. Brown.

Ms. Brown asked if these events would just have an announcer or would also be playing music.

City Council / March 25, 2008

P32
