C~ty Adrm~is_tra .[0r Schroeder stated that earher in the public heanng, some amendments were made <br />to the prop~ ~.xl ~solution. Following is an alternate to the added item regarding a surety: <br />F & R shal~ provide general liability insurance naming the City of Ramsey as an insured, which <br />liability inStanCe shall be in an amount of at least $100,000/person and $300,000/occurrence. <br />Said insurance Shall insure against any loss or claim and defense thereof which may arise as a <br />result of th~ bu~ing contemplated by this resolution. Said insurance shall also insure against all <br />costs of fa'~ SUppression arising from a public safety fu'e response. <br /> <br />Mr. Baros, ~r~prasentative of F & R Enterprises inquired if there would still be a $250/hour charge <br />for the Fire~epartment to respond or if the liability would cover it, as was stated during the public <br />hearing. <br /> <br />City Admigi~tra~or Schroeder replied that if the issue of the Fire Department being paid for a <br />response to rtlie fire is not dealt with at this time, it is too hard to recover the expenses after the fact. <br /> <br />Councilmember Beyer stated she is under the impression the City cannot charge for fn'e calls. <br /> <br />Finance OffiCer 'Helling offered to contact the League of Minnesota Cities to find out about the <br />charging for fire 'Calls. <br /> <br />Motion by:~ou~ncilmember Beyer and seconded by Councilmember Zimmerman to adopt <br />Resolution/g92-02-035 granting an open-bum to F & R Enterprises. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Beyer and Zimmerman. Voting <br />No: None. Abstain: Councilmember Hardin. Absent: CouncilmemberPeterson. <br /> <br />Mayor Gilb~rtson recessed the City Council meeting at 8:31. <br /> <br />Mayor Gill~rtson called the regular City Council meeting back to order at 8:41 p.m. <br /> <br />Case #6: Introduce Ordinance Regarding Number-of Gambling Organizations <br /> Allowed at an Establishment at One Time <br /> <br />Mayor Gilhgts°J~ turned this case over to the City Attorney and dismissed himself from the <br />Council Ch~be~s at this time. <br /> <br />City Attom0~ Goodrich explained that he had been asked to redraft the entire gambling section of <br />the City Cod¢~ The basis of the new ordinance allows State Statute to have more impact regulating <br />gambling in[he City. He explained the limitations the City Ordinance has that the State does not, <br />(i.e., no limit on ~e number of bingo occasions in a week, more than one gambling establishment <br />in a premis, s at a time, etc.) He added there is no need to have a separate category for Bingo <br />occasions. <br /> <br />Mayor Gilbortson returned to the Council Chambers. <br /> <br />Motion by ~n~lmember Hardin and seconded by Councilmember Beyer to introduce Ordinance <br />g92-XX am~ndi ~.ng Chapter 7, Section 7.61 entitled "Charitable Gambling" and repealing Section <br />7.62 entitled:'~Bir~go'' of the City Code of the City of Ramsey. <br /> <br />Motion carded. Voting Yes: Councilmembers Hardin, Beyer and Zimmerman. <br />None. Abstain: Mayor Gilbertson.
