Case #2: r~" ~ r <br /> ~ Oonsider Resolution Supporting Acquisition of Mobile Data <br /> ~ Terminals in Anoka County Radio System <br /> <br />Police Chid~Au~Ipos stated that a mobil data terminal is a computer terminal mounted in a vehicle <br />and connected by radio to a variety of computer banks. He explained that on busy nights <br />sometimes ~l~ere~are no more channels available and it's difficult to use the radio. With the mobil <br />data termin~.l~, t.h~ Officer can punch in a query by computer keyboard. Chief Auspos stated that <br />eventually ~e d!spatch center will not have to have as many people on staff. He stated that by <br />passing thi~ !re .~ lution, the Council is not committing to spending any money; instead the <br />resolution ~iasldng the Anoka County Board of Commissioners to fund this project through a <br />County w~cl~levy as opposed to a community levy. <br /> <br />Motion by CouPcilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution.~)2-~2-034 calling on the Anoka County Board to fund the Mobile Data Terminal <br />Project, a sllared~mmunications project benefitting all Anoka County residents. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer and Hardin. <br />Voting No: il ~4o~. Absent: Councilmember Peterson. <br /> <br />Case #3: Allocate 1992 Community Development Block Grant (CDBG) Funds <br /> <br />Zoning Adr~nis~rator Frolik explained that the CDBG Subcommittee had not had a chance to meet <br />to review t~furkling requests due to Councilmember Peterson's surgery. She stated the City has <br />been grand,an ~xtension until March 11, 1992 to allocate 1992 CDBG funds. <br /> <br />Motion by ~Oun¢ilmember Zimmerman and seconded by Councilmember Beyer to table this case <br />until the M~h ~0, 1992 Council meeting. <br /> <br />Voting Ye#: iMaYor Gilbertson, Councilmembers Zimmerman, Beyer, and Hardin. Abs~rit: Councilmember Peterson. <br /> <br />Case 94: ~ Introduce Ordinance Regarding Open Burning <br /> <br />Zoning Admiais.t~tor Frolik stated that City Staff has been working to draft ordinances that clearly <br />define recr~o~on~l fires and exempt them from permit bums. She stated that during the redrafting <br />process, th~:P, ollption Control Agency (PCA) initiated some open burning role changes. In order <br />to avoid .a~optii~g an ordinance that would conflict with PCA roles, City Staff temporarily <br />postponed ~r~ssing with Ramsey's new ordinance until PCA accomplished their role changes. <br />She stated i~a~ t the proposed open-burn ordinance has now received verbal approvals from the <br />Departmen(0f Natural Resources (DNR) and the PCA. Ms. Frolik added that rates will beset by <br />resolution a~ the ~iext Council meeting and the City will apply for its own permitting authority. <br /> <br />Council suggested that any phrase in the ordinance that names a person (i.e. Fire Chief, Fire <br />Warden, eta'.)ish0uld be amended to name the "City Administrator and his/her designee. <br /> <br />Motion by ~0un~lmember Hardin and seconded by Councilmember Beyer to introduce Ordinance <br />92-XX, as amended, entitled "Open-Bum Permits". <br /> <br />Motion card~. ,Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer and Zimmerman: <br />Voting No: ~None.
