<br />Further Discussion: Councilmember Elvig asked if there were any repercussions for the property <br />owner because such a gross contaminant was found on the site. City Attorney Goodrich stated <br />the City can communicate the results of the clean up with MPCA. Councilmember Dehen stated <br />that he understands the cost came in lower than the estimate, but for future projects, he asked <br />how the City knows that contingencies are built into the bid and when the contract should be <br />honored. Public Works Director Olson stated that these are generally considered on a case-by- <br />case basis and the staff uses their expertise and experience in determining the validity of the bids. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Dehen, <br />Jeffrey, and Look. Voting No: None. Absent: Councilmember Olson. <br /> <br />Case #2: <br /> <br />Consider Welcomes Road Project Refund <br /> <br />City Engineer Jankowski stated that the Welcomes Road project came in $6,517.57 less than <br />projected. He stated that at the November 20,2007 Public Works Committee meeting, there was <br />discussion about ways to refund this money to residents. He stated that he had included the <br />minutes from the Public Works Committee meeting for review. <br /> <br />Motion by Councilmember Look, seconded by Councilmember Elvig, to direct staff to rebate the <br />excess assessment amount to all assessed properties with a letter to property owners having <br />unpaved driveways, encouraging them to use the rebate for completing their driveways or <br />establishing a paved apron. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Look, Elvig, Dehen, Jeffrey, and <br />Strommen. Voting No: None. Absent: Councilmember Olson. <br /> <br />Case #3: <br /> <br />Consider Modification of IP 08-06 the Bituminous Overlay of Andrie Street <br /> <br />City Engineer Jankowski stated that residents brought the request to the City for concrete curb <br />and gutter and increasing the strength of the road (Andrie) to 9 tons. He stated that staff would <br />like authorization to present an alternate option to the area residents. <br /> <br />Motion by Councilmember Look, seconded by Councilmember Strommen, to direct staff to ( a) <br />Prepare a cost estimate of the proposal improvements to both the property owners and the City's <br />MSA account for the April 15, 2008 Public Works Committee meeting; (b) Hold a public <br />informational meeting with the benefited property owners shortly after the April 15, 2008 Public <br />Works Committee meeting to present the proposal; and (c) Require that a petition be signed by <br />over 50% of the property owners expressing support of the proposal be submitted to the City <br />before May 13,2008 in order to delete IP 08-06 from the 2008 Street Maintenance Program. <br /> <br />Further Discussion: Councilmember Dehen suggested that staff take a look at covenants in <br />Northfork to make sure that a bituminous trail will be allowed. Councilmember Elvig noted that <br />this is just directing staff to prepare pricing and options for residents to consider. <br /> <br />Motion carried.
