<br />Case #4: <br /> <br />Authorize Plans and Specifications for Improvement Project #08-XX, 167th <br />Avenue NW Realignment <br /> <br />Assistant City Engineer Himmer stated that there has been a lot of discussion about the <br />appropriate east/west connection in this area of the City and on December 11, 2007, staff was <br />directed to eliminate the western segment (Variolite Street to Armstrong Boulevard) as part of <br />the 2008 Comprehensive Plan update. He stated that a neighborhood meeting was held on <br />March 20, 2008 and 13 people attended to discuss this portion of the road that eliminates a <br />number of "S" curves. He stated that there are some items that staff needs direction from the <br />Council. He stated that the first issue is whether utilities should be brought in as part of this <br />project with an approximate cost of $440,000. He stated that staff is also looking for input on <br />overall alignment and the possibility of extending another 500 feet to eliminate additional "S" <br />curves on 166th Avenue just west of Limonite Street, which would add an additional cost of <br />approximately $120,000. <br /> <br />Mayor Gamec asked if these additional costs will get the City into financial trouble. <br /> <br />Assistant City Engineer Himmer stated that there is around $6 million in the fund, so there will <br />not be financial problems. <br /> <br />Councilmember Dehen stated that he is bothered that there is no conceptual plan of where this <br />road will tap into Armstrong Boulevard and it is being built in chunks. He stated that he feels the <br />City should have a master plan before it moves forward. <br /> <br />Mayor Gamec stated that this is a dangerous curve and residents at the meetings seemed to <br />support fixing this portion of the road. <br /> <br />Assistant City Engineer Himmer stated that he is concentrating on CR 5 over to Quartz Street <br />and nothing else. He stated after the curves are straightened out the road doesn't need to be <br />extended to the west until there is future development or a petition comes in to the City. <br /> <br />Councilmember Elvig stated that the City has heard from citizens that this portion of the road is a <br />problem, so he would like to see it completed and would like to include utilities. <br /> <br />Councilmember Look stated that he would feel more comfortable if the City had letters from the <br />landowners that they were in favor of this project. He asked if there was a timeframe associated <br />with making the connection to Variolite because the City was using MSA funds. <br /> <br />Public Works Director Olson stated that there is no time frame or specific timeline required for <br />making this connection. He stated that, if it is taken off the State Aid system, then the money <br />needs to be repaid within 20 years. <br /> <br />Councilmember Dehen asked, when the road taps into Variolite, if there IS going to be a <br />continuation of the road to tap into Armstrong Boulevard. <br /> <br />City Council / April 8, 2008 <br />Page 17 of20 <br />
