<br />Public Works Director Olson stated that this was discussed at the December 11, 2007 meeting <br />and staff was directed to only look at segment 1, which was what was only being discussed <br />tonight. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to approve Project #08- <br />XX, 167th Avenue NW Realignment, including the utility installation, additional roadway <br />segment, and consulting services, and to order the preparation of plans and specifications for the <br />improvements. <br /> <br />Further Discussion: Councilmember Dehen asked how the City decides. which projects have an <br />RFPs and which it just awards to businesses. He stated that he would like to see RFPs to ensure <br />that the City is getting the best value possible. Public Works Director Olson stated that staff <br />decided to use a local company, Bolton and Menk, because the project needs to be accomplished <br />this year. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Look, and <br />Strommen. Voting No: Councilmember Dehen. Absent: Councilmember Olson. <br /> <br />Case #6: <br /> <br />Introduction of Ordinance Declaring Land as Surplus Property and <br />Authorizing the Sale of Lot 1, Block 1, Sunfish Lake Business Park Second <br />Addition and Lot 4A, Block 1, Sunfish Lake Business Park <br /> <br />City Attorney Goodrich stated that the City has been contacted by a business interested in the <br />possibility of developing this lot, which would require some reconfiguration and redesign of the <br />existing pond to make a buildable lot. He stated that this issue would come back to the Council <br />with a plat for full review at a later date. <br /> <br />Councilmember Elvig stated that he suspects that someone will be asking for a deep discount on <br />this property and would like staff to make sure that there is a solid appraisal of the property done <br />so there is no question when it comes back for discussion. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Strommen, to introduce an <br />ordinance authorizing the sale of the property legally known as Lot 1, Block 1, Sunfish Lake <br />Business Park Second Addition and Lot 4A, Block 1, Sunfish Lake Business Park. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Strommen, Dehen, Elvig, <br />and Look. Voting No: None. Absent: Councilmember Olson. <br /> <br />Case #7: <br /> <br />Adopt Resolution #08-04-XXX Authorizing a Cost-Sharing Agreement with <br />the Anoka County Regional Railroad Authority for Preliminary <br />Environmental Review, Design and Negotiations with BNSF for the <br />Northstar Commuter Rail Station in Ramsey <br /> <br />Councilmember Look stated that he sees this as putting the cart before the horse and feels <br />completing an environmental review should be conducted after we are 100% confident that there <br /> <br />City Council / April 8, 2008 <br />Page 18 of 20 <br />
