<br />Public Notice <br /> <br />~ <br /> <br />Attention City Water <br />Customers: Odd/Even Day <br />Sprinkling Ban <br /> <br />To reduce peak water usage in areas served by the <br />municipal water system, the city of Ramsey has implement- <br />ed an odd/even day sprinl(ling ban, pursuant to City Code <br />4.40.06 subd. 10. The sprinkling ban will be in effect from <br />May 29 until September 4. <br />Residents may water their lawns on odd numbered <br />days if their address ends in an odd number and on even <br />numbered days if their address ends in an even number. <br />The sprinkling restriction includes no watering <br />between 10:00 am and 8:00 pm since a significant amount <br />of water is lost due to evaporation during the hot portions of <br />the day. Homeowners with automated systems are strongly <br />encouraged to program their irrigation systems to operate af- <br />ter 10:00 pm. This minimizes evaporation and lessens peal( <br />demand on the municipal water system. <br />The only exception to the City Code is for new sod <br />or seeded areas. The Council <br />realizes that if not properly treated and controlled, a dog <br />may become a nuisance and a hazard to persons and <br />property. <br />One way the city controls dogs is through li- <br />censing. The city limits three dogs per residence. Four <br />or more dogs require a conditional use permit for a l(en- <br />nellicense. Call the Community Development Depart- <br />ment at 763-433-9824 for additional information on a <br />kennel license. The City Code requires all dogs to be <br />licensed. Licenses are available, from the city, for a fee, <br />upon proof of rabies vaccination (required once in every <br />24-month period and prior to the age of six months). <br />Licenses are valid for a two-year period. <br />An owner or l(eeper of a dog must require the <br />dog to be under the control and in custody of a person <br />of sufficient age to adequately control the dog at all <br />times while the dog is off the premises of the owner. <br />Control and "custody" shall mean on a leash of not <br />more than six (6) feet in length. It shall be lawful to <br />have a dog in an automobile without a leash, but it <br />must be on a leash if taken out of the vehicle. Viola- <br />tion of the Section shall be a petty misdemeanor. <br />Remember to take a scoop along when walk- <br />ing your dog! Section 5.09.03, Subd. 19 of City Code <br />requires any person who owns or has custody of a dog <br />to clean up dog excrement and place it in a proper re- <br />ceptacle. <br />To protect citizens, no person may keep a dog <br />that howls, yelps or barks to the reasonable annoyance <br />of another person. The city's Animal Control Officer <br />may request the person to stop or prevent the annoy- <br />ance, and if they refuse to comply, a citation will be is- <br />sued. If the officer needs to stop the annoyance, the dog <br />may be taken to the Animal Pound.
