Public Notice ~ Attention City Water Customers: Odd/Even Day Sprinkling Ban To reduce peak water usage in areas served by the municipal water system, the city of Ramsey has implement- ed an odd/even day sprinl(ling ban, pursuant to City Code 4.40.06 subd. 10. The sprinkling ban will be in effect from May 29 until September 4. Residents may water their lawns on odd numbered days if their address ends in an odd number and on even numbered days if their address ends in an even number. The sprinkling restriction includes no watering between 10:00 am and 8:00 pm since a significant amount of water is lost due to evaporation during the hot portions of the day. Homeowners with automated systems are strongly encouraged to program their irrigation systems to operate af- ter 10:00 pm. This minimizes evaporation and lessens peal( demand on the municipal water system. The only exception to the City Code is for new sod or seeded areas. They may be watered every day for two weeks to establish root growth, but not between 10:00 am and 8:00 pm. In addition to the residential sprinl(ling ban, the city is in the process of implementing an irrigation policy that is specific to townhouse, multifamily residential and com- mercial connections to the municipal water supply requiring that: All irrigation systems must have an approved bacl(- flow device All irrigation systems must include a Rain Sensor device to prevent irrigation systems from operating during rain events. The Council realizes that if not properly treated and controlled, a dog may become a nuisance and a hazard to persons and property. One way the city controls dogs is through li- censing. The city limits three dogs per residence. Four or more dogs require a conditional use permit for a l(en- nellicense. Call the Community Development Depart- ment at 763-433-9824 for additional information on a kennel license. The City Code requires all dogs to be licensed. Licenses are available, from the city, for a fee, upon proof of rabies vaccination (required once in every 24-month period and prior to the age of six months). Licenses are valid for a two-year period. An owner or l(eeper of a dog must require the dog to be under the control and in custody of a person of sufficient age to adequately control the dog at all times while the dog is off the premises of the owner. Control and "custody" shall mean on a leash of not more than six (6) feet in length. It shall be lawful to have a dog in an automobile without a leash, but it must be on a leash if taken out of the vehicle. Viola- tion of the Section shall be a petty misdemeanor. Remember to take a scoop along when walk- ing your dog! Section 5.09.03, Subd. 19 of City Code requires any person who owns or has custody of a dog to clean up dog excrement and place it in a proper re- ceptacle. To protect citizens, no person may keep a dog that howls, yelps or barks to the reasonable annoyance of another person. The city's Animal Control Officer may request the person to stop or prevent the annoy- ance, and if they refuse to comply, a citation will be is- sued. If the officer needs to stop the annoyance, the dog may be taken to the Animal Pound. Any dog placed in the pound may be reclaimed by the owner upon pay- ment of the impoundment fee, plus boarding fee.
