reviewing the concept plans against the actual site. He stated that in July they could meet at
Emerald Pond Park, which would give the neighborhood access to the Commission and also give
them an opportunity to review the restroom project, approved by the Council this past winter. He
advised that they could also visit Elmcrest Park to discuss the playground and the proposed
building. He advised that they have invited the City Council to join the Commission in an
outside meeting for the past five to six years to discuss capital improvements. He stated that the
purpose of the case was to see if the Commission still wanted to continue with outside meetings
and then publish the sites so that the public is aware of the meetings.

Chairperson Johns advised that she would like to .continue with the outside meetings because of
the number of residents that do drop in and attend the meetings. She questioned which sites they
would like to use for the other two open meetings.

Commissioner Barr suggested Central Park and advised that it would be an optimal site because
of the opportunities with the church.

Parks Supervisor Riverblood stated that in bad weather they could also use one of the buildings
at Central Park and added that they could also view the warming house that was recently built
and is available for public rental.

Commissioner Shryock suggested Flintwood Terrace since they had not been there for quite a
while. She thought that it would be an opportunity to invite potential land developers and for
residents involved in the Sunfish Lake site to view a similar site with a trail around the lake.

Motion by Commissioner Hansen, seconded by Commissioner Barr to approve the 2008 outdoor
meeting schedule, as detailed above and to invite and schedule a joint City Council meeting for
June 2008.

Motion carried. Voting Yes: Chairperson Johns, Commissioners Hansen, Barr, Backous,
LaMere, and Shryock. Voting No: None. Absent: Commissioner Erickson.

Case #7:

2008 Park and Trail Map Updates

Parks Supervisor Riverblood explained the purpose of this case is to continue the Park and Trail
Plan map updating. He reviewed that at the Commission's March 2008 meeting, Vice Chair
Melody Shryock reviewed her recommendations and additional 'mark ups' were provided to staff
by other Commission members. He explained that the trail map is made up of existing and
proposed trails and parks. He advised that early tonight they spoke about n,eeding trails on both
sides of major roadways and explained that the map only shows the trails on the side that most
needs the trail. He explained that, typically, the side shown on the map would be constructed
first. He stated that the other relevant fact is that the City is in the process of an amendment to
the comprehensive plan and the park and trail map submitted by the Commission would be
adopted by reference. He stated that the park and trails map shows the concept for the trails so
that when a developer suggests a land use they understand what is desired in that area. He then
reviewed a few slides and reviewed plans for some proposed additions.

Park.and Recreation Commission/April 10, 2008
. Page 15 of 18
