<br />The church building is proposing to seat approximately 400 people. City Code requires 1 parking <br />space for every 3 seats for this type of use, which equates to 133 parking spots. The applicant is <br />proposing 200 parking spaces, which exceeds the total amount of parking required for the site <br />plan. <br /> <br />Drainage and grading plans have been submitted. There is a wetland on the property that was <br />delineated in 2003. However, this is part of Outlot A, and is not subject to the delineation <br />requirement at this time. <br /> <br />A utility and stormwater management plan has been submitted. The site plan proposes <br />connecting to sewer and water from existing stubs in the intersection ofVariolite Street and 161 st <br />Avenue. A comprehensive plan amendment is coming forward with the site plan to re-guide the <br />property from rural to urban. Revisions have been requested to the site plan to indicate an <br />alternative location for the utility pipes, as they are proposed to conflict with the future building <br />plan. <br /> <br />A Landscape Plan and tree preservation plan has been submitted. It appears that the applicant is <br />making an effort to preserve as many trees as possible on the site. Staff is requesting minor <br />changes to the plan, including the addition of street trees and consideration of the size of planting <br />areas in the parking lot landscaping. <br /> <br />Building elevations have been submitted and appear to meet City Code requirements with regard <br />to materials used. Staff has requested color elevations. <br /> <br />Staff is recommending approval of the site plan, contingent upon compliance with the City Staff <br />Review Letter dated March 28, 2008. <br /> <br />Mr. DuFon explained there were the same issues on this case as in the previous case. They will <br />be discussing with staff the irrigation systems as well as water main expansion as they develop in <br />the future. He wondered what the REV number meant. <br /> <br />Assistant City Engineer Himmer stated the REV is a City Quarterly fee. He explained what the <br />REV is and how the fee is figured. <br /> <br />Mr. Dufon asked in regards to the landscaping, was the City requiring a dedicated services for the <br />landscaping. <br /> <br />Assistant City Engineer Himmer believed that was the intent. <br /> <br />Mr. Dufon stated one of their goals is to preserve trees on the outlot and keep the natural beauty <br />there that they want to maintain. He thought they could work with the City to come to an <br />arrangement. He stated they will make the adjustments in order that they meet the 35 foot rear <br />setback requirement. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Levine, to recommend that the City <br />Council approve the site plan contingent upon compliance with the City Staff review letter dated <br /> <br />Planning Commission / April 3, 2008 <br />Page 16 of21 <br />
