Absent: None. <br /> <br />Case #10: <br /> <br />Proposed Ordinance to Amend Regulations Regarding Section 9.11.04 <br />(Home Occupations) of the City Code; Case of City of Ramsey <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 9:21 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearin2 <br /> <br />Chairperson Nixt called the public hearing to order at 9:21 p.m. <br /> <br />Chairperson Nixt left the meeting at 9:21 p.m. <br /> <br />Presentation <br /> <br />Assistant Community Development Director Frolik stated at a City Council Work Session on <br />January 29, 2008, the City Council reviewed current regulations for Home Occupations. <br />Following a lengthy discussion, City Staffwas directed to draft an ordinance to amend the Home <br />Occupations regulations. The intent of the amendment is to support business growth and <br />expansion by relaxing the regulations and simplifying the permitting process to allow for <br />business start ups in homes. <br /> <br />The proposed ordinance would give City Staff authority to issue Home Occupation Permits <br />administratively, and eliminate the three - acre threshold for businesses in garages and employing <br />non-residents. <br /> <br />Citizen Input <br /> <br />Chairperson Nixt returned to the meeting at 9:25 p.m. <br /> <br />Commissioner Hunt referred to the first category of Home Occupations under the existing <br />ordinance that do not require permits; does this new ordinance require a contractor that has a <br />home based office as being someone that needs to be permitted. <br /> <br />Assistant Community Development Director Frolik stated that is correct. <br /> <br />Commissioner Van Scoy left the meeting at 9:25 p.m. <br /> <br />Community Development Director Amber Miller stated the concern staff has is they see a lot of <br />people starting a business in their home and after a few years they grow and start having their <br /> <br />Planning Commission / April 3, 2008 <br />Page 17 of21 <br />
