_206_ <br />IP 08 -06 Northfork — Andrie St. / 164 Lane Bituminous Overlay: <br />The above summary includes project 08 -06 which consists of a 1 Y2 inch bituminous <br />overlay of the existing pavement. Since the public hearing which was held on March 11, <br />2008 there have been discussions over expanding the scope of this project. At the time of <br />this writing, two petitions are circulating through the project area which proposes <br />modifying the scope of the improvements to more than a bituminous overlay. One <br />petition includes changing the scope to include reconstruction of the Andrie Street and <br />164 Lane and adding concrete curb and gutter and a five foot concrete sidewalk. The <br />second petition is similar, but does not include the sidewalk. <br />If either of these alternative projects is to be pursued, it would be necessary to follow the <br />process outlined in City Code for such public improvements. This process requires a <br />feasibility study and a public hearing. There would not be sufficient time to consider <br />either of these alternative projects prior to the 2009 construction season. Tonight the <br />Council will be asked to decide whether to authorize the overlay project or delete this <br />project from the 2008 program, and have an alternative project considered a later date. <br />Recommendation: <br />If a majority of IP 08 -06 property owners submit petitions for an expanded project, it is <br />recommended that this project be deleted from the 2008 SMP and that it be referred to the <br />Public Works Committee for further consideration. <br />It is also recommended that the Council accept plans and specifications and authorize <br />solicitation of bids for the 2008 Street Maintenance Program. <br />Action: <br />Motion to adopt the attached resolutions 08- 05 -XXX through 08- 05 -XXX accepting <br />plans and specifications and directing staff to solicit bids for the 2008 Pavement <br />Maintenance Program, and if necessary, <br />Motion to delete IP 08 -06 from the 2008 Street Maintenance Program schedule and refer <br />this project to the Public Works Committee for future consideration. <br />Reviewed by: <br />City Administrator <br />Public Works Direc <br />Finance Officer <br />CC: 05/13/08 <br />( L $ Lt4 <br />1 rincip.1 City Engineer <br />
