Commissioner Van Scoy felt the three acre threshold for non - employees along with the threshold <br />for accessory buildings are two of the key components of the current regulations. He is <br />comfortable with the current regulations on this. <br />Motion by Commissioner Brauer to recommend that City Council adopt an ordinance to amend <br />Section 9.11.04 (Home Occupations) of the Ramsey City Code. <br />Motion failed for lack of second. <br />Motion by Commissioner Van Scoy, seconded by Commissioner Levine, to recommend the City <br />Council not adopt an ordinance to amend Section 9.11.04 (Home Occupations) of the Ramsey <br />City Code. <br />Motion Carried. Voting Yes: Commissioners Van Scoy, Levine, Cleveland, and Hunt. Voting <br />No: None. Abstain: Brauer, Nixt. Absent: None. <br />The Commission recessed at 9:57 p.m. <br />The Commission reconvened at 10:00 p.m. <br />Case #11: Proposed Ordinance to Amend Off - Street Parking Regulations; Case of City <br />of Ramsey <br />Public Hearing <br />Chairperson Nixt reopened the Public Hearing at 10:01 p.m. <br />Presentation <br />Assistant Community Development Director Frolik stated that per Council's direction, an <br />ordinance was drafted to regulate outdoor storage on residential parcels based on an aggregate <br />number of items, regardless if they are vehicles or recreational equipment. That ordinance was <br />presented to the Planning Commission for a public hearing on March 6, 2008. The main points <br />of the proposed ordinance are as follows: <br />1. 5 items allowed for outdoor storage and parking on parcels less than 5 acres in size. <br />2. 8 items allowed for outdoor storage and parking on parcels 5 acres or more in size. <br />Following the public hearing on March 6, the Planning Commission tabled any action for <br />additional consideration. City Staff did check with the Police Department, and the complaint <br />data base does not distinguish a difference between complaints based on number of items being <br />stored in a yard versus a complaint generated because of the condition of items being stored <br />outside. Since abatement was implemented in August of 2007, the Police Department has <br />performed 9 abatements to remove junk vehicles and debris from properties, and mow down tall <br />grass and weeds. <br />Planning Commission / April 3, 2008 <br />Page 19 of 21 <br />
