12) Ad01~- Resolution #92-04-071 approving cash disbursements made and authorizing payinent ~f accounts payable invoicing received during the period of April 6, 1992 through April 17,: 1992. 13) Adopt Resolution #92-04-072 certifying petition and ordering feasibility study for Improvement Project #92-14 (bituminous surfacing of Waco Street N.W. and Waco Drive N.W. !from 179th Lane N.W. to the northern City boundary). 14) Adopt Resolution #92-04-073 approving partial payment for C.W. Houle, Inc. for Improv~ ement Project #91-14. Motion tariffed, Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson, Beyer and Zimmerman. Voting No: None. COUNCIL BUSINESS Case #1: Presentation by Ann Wallerstedt, Executive Director of Mediation Services for Anoka County Ms. Ann Wall. erstedt, Executive Director of Mediation Services for Anoka County, gave a brief presentation, to the Council regarding who the services are for, what the service is doing and what they are hoping to accomplish. Case #lb: Report from the Budget Committee Councilmember Peterson summarized the meeting of the Budget Committee and explained that some of the items were "time sensitive"; therefore, they have been placed on the agenda for immediate agtion.. They are as follows: 1) The Budget Committee reviewed the request to advertise for !bid~ for a Public Works Department truck and are recommending that Council authorize advertising for bids. This capital item was funded in the 1992 capital outlay budget for purchase this year, 2) The Ramsey Lions have asked that the City of Ramsey accept the financial administratiOti offthe Senior Citizen Programs the Lions sponsor. This would involve depositing contributions: and making disbursements for these activities. The Budget Committee is recommending the City accept the financial administration; 3) The Budget Committee is recommend~g the City of Ramsey not appeal the condemnation award for the Laws parcel. The City's appraiser recommended damages in the amount of $9,700; the appraiser for Laws recommended[damages in the amount of $47,800; the Award of the Commissioners is $12,050; and 4) Th~Budget Committee is recommending that City Council adopt a resolution receiving bids and awar~ling~ a contract for the paving of Central Park's parking lot. Motion by Councilmember Hardin and seconded by Councilmember Beyer to authorize the advertisement for bids for the truck and equipment (specifics in Case #2) for the Public Works Department. Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson and Zimmerman. Voting No: None. Motion by CoUnci!member Hardin and seconded by Councilmember Beyer to have the City accept the financial administration of the Senior Citizen Program sponsored by the Ramsey Lions and direct Staff toe prepare a confirming resolution regarding this recommendation for the consent agenda of th~ May 12, 1992 City Council meeting.
