Voting No: None. <br /> <br />Case #3: <br /> <br />R~quest for Preliminary Plat Approval of Fleiseher's 2nd Addition; <br />'Case of Jack Menkveld, North Suburban Development Company <br /> <br />Zoning Ad~nistrator Frolik stated that on June 14, 1990, the City of Ramsey received an <br />application fi.om Doloras Fleischer for Fleischer's 2nd Addition. The plat consists of <br />approximatolY. 48 acres and is proposed to be developed with single family urban residential lots. <br />She stated tl~* prOperty is zoned R- 1 Urban Residential, except for a small portion of property in <br />the southeast Comer of the plat which is zoned R-3 Urban Residential. The R-3 Urban Residential <br />portion is owned by Mr. Robert Bernstrom. The plan is to rezone that portion of Mr. Bernstrom's <br />property to R-fl U~'ban Residential for inclusion in the plat. In exchange, Outlot B of the proposed <br />plat will theia be gzoned to R-3 Urban Residential for conveyance and combination with Robert <br />Bernstrom's oxisting R-3 parcel. She stated with one exception, all lots in the plat meet the <br />minimum width and area requirements and added that the plat is impacted by Wetland 2-658W. <br />She added tli~ thi~ plat fronts on Nowthen Boulevard N.W., but all the lots will have access onto <br />interior stre0ts and street alignments have been designed in accordance with the recommendations <br />of the City ~in~r. Ms. Frolik stated that Anoka County and the DNR have been contacted for <br />review and cX)mmcnt and any concerns are addressed in the Staff letter dated April 29, 1992. <br /> <br />Council reviewed the City Staff letter dated April 29, 1992. <br /> <br />Motion by Coun¢ilmember Beyer and seconded by Councilmember Zimmerman to approve the <br />preliminarylplat for Fleischer's 2nd Addition dated April 29, 1992, drawn by Caine and <br />Associates, COntingent upon all lots containing 10,800 square feet above ordinary high water; the <br />developer pr0~/iding soil borings and lowest floor elevations for all lots in the plat; and submittal of <br />a drainage plan tr~,address drainage issues discussed in Item 7 of the City Staff review letter dated <br />April 29, 1992. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #4: Request to Rezone Certain Property from R-1 Urban Residential to <br /> R-3 Urban Residential and Certain Property from R-3 Urban <br /> 'Residential to R-I Urban Residential; Case of Doloras Fleischer, <br /> Robert Bernstrom and North Suburban Development Company <br /> <br />Zoning Admiaistmtor Frolik stated that Jack Menkveld of North Suburban Development Company <br />is in the prOaegs of acquiring and pursuing development of Fleischer's 2nd Addition. In designing <br />the plat, it b~amo evident that the southeastern area would be more workable with the acquisition <br />of a small pi~e of the adjacent property form Robert Bemstrom. Mr. Bernstrom is proposing to <br />sell the rema~nderof his parcel to Lord of Life in the near future so that the church will gain some <br />additional frontage on Nowthen Boulevard N.W. Mr. Bernstrom agreed to a portion of his <br />property berg p~atted into Fleischer's 2nd Addition in exchange for Outlot B of Fleischer's <br />Addition. Wi~ tl~. acquisition of Outlot B, Mr. Bernstrom's parcel would gain additional frontage <br />on Nowthen Boulevard N.W. and make it even more desirable for the church's purposes. Ms. <br />Frolik added:that .the parcel to be acquired from Robert Bernstrom is zoned R-3 Urban Residential <br />and needs to be ~:ezoned to R-1 Urban Residential for development with single family urban <br />residential lotS. The outlot to be conveyed to Mr. Bernstrom is zoned R- 1 Urban Residential.
