Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin and <br />Zimmerman, ¥ottng No: None. <br /> <br />Case #5: <br /> <br />Request for Preliminary Plat Approval of Ramsey Meadows; Case of <br />Gilbert Menkveld <br /> <br />Zoning Administrator Frolik stated that Gilbert Menkveld had submitted a subdivision application <br />for Ramsey Meadbws. The plat consisted of 29.5 acres proposed to be subdivided into 33 single <br />family urban residential lots. All lots proposed in the plat meet the minimum width and area <br />requirementa with a couple of exceptions. Some of the lots in this plat are impacted by wetlands <br />and it is desirable in such a case to maintain the minimum required area (10,800 square feet) at an <br />elevation abO~,e '.the ordinary high water. She stated that City Staff is recommending that the <br />developer st~bBait~grading plans showing the proposed lowest floor elevations of all proposed <br />structures an~l!soil borings for all lots in the plat. Ms. Frolik stated that the preliminary plat has <br />been forwar~ toiDNR for review. In response to DNR's letter dated May 5, 1992, the developer <br />is proposing i~ reduce the number of lots from 31 to 29 in order to avoid filling wetlands to create <br />building pad$. She added that with regard to 150th, DNR is opposed to this roadway crossing the <br />wetland as a l~iroggh street. City Staff is of the opinion that constructing 150th as a through street <br />is desirable and a minimal portion of the wetland would be impacted by the construction. The <br />developer hae made a decision to pursue acquisition of the necessary permits from DNR to <br />construct 150th as a through street, which will include mitigation of wetland loss. <br /> <br />Motion by ¢0une, ilmember Peterson and seconded by Councilmember Beyer to approve the <br />preliminary Plat for Ramsey Meadows contingent upon the developer accomplishing the following <br />items prior t0 !teelfing final plat approval: a) Making any design adjustments necessary based on <br />DNR commen~s of May 5, 1992 to assure that all lots will contain 10,800 square feet of area above <br />OHW and nO fillil~g of lots will be required to create building pads; b) submittal of soil borings <br />and grading p~ns indicating lowest floor elevations for all proposed structures; c) submittal of a <br />phasing plan; d) a satisfactory review of the plat by the Lower Rum River Water Management <br />Organizatioq;: e): acquisition of necessary permits from DNR to construct 150th Lane N.W. <br />through Wetland No. 729. <br /> <br />Motion carded.
