Case #6.' <br /> <br />i~C°ttsider Proposed Ordinance to Amend Ramsey City Code Chapter 9 <br />,(Zoning and Subdivision of Land), Section 9.22 (Flood Plains) and <br />~Section 9.50.38 (Flood Plain Requirements) <br /> <br />Zoning AdmJ fis~ator Frolik stated that as a result of changes to Federal regulations in 1986, <br />communiti¢~ ~.~"eipating in the National Flood Insurance Program are required to update their <br />floodplain z~ .ingordinances. The Federal Emergency Management Agency (FEMA) and the <br />Minnesota B 'R have developed a model ordinance to reflect the changes in federal regulations. <br />That model ordinance has been retrofitted for incorporation into Ramsey's City Code as a <br />replacement F0,r S~tion 9.22. The required amendments also affected Section 9.50.38 of the City <br />Code and an ~dir~ance amendment has been drafted accordingly. She informed Council that the <br />Planning ani,Zoning Commission conducted a public hearing regarding the proposed ordinance <br />and they recommended Council approve the proposed ordinances. <br /> <br />Motion byCgun¢ilmember Peterson and seconded by Councilmember Beyer to introduce <br />Ordinance g92-XX repealing and amending Section 9.22, entitled Flood Plains, and Ordinance <br />#92-XX, repe~ing and amending Section 9.50.38, entitled Flood Plain Requirements, of the <br />Ramsey City ¢. od~. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin and <br />Zimmerman. Voting No: None. <br /> <br />Case ~7: <br /> <br />~Receive Plans and Specifications and Authorize Solicitation of Bids <br />for 1992 Annual Street Maintenance Program <br /> <br />City Engine~'ilankowski stated the annual street maintenance program is intended to meet the <br />routine maintei~an~e needs of the City's street system on a periodic five to seven year interval. He <br />presented a ~hx. onology of the 1992 street program and stated that Staff is recommending that <br />Council adopt the resolutions accepting plans and specifications and authorizing the solicitation of <br />bids. <br /> <br />Motion by Cot~ncilmember Peterson and seconded by Councilmember Beyer to adopt Resolution <br />g92-05-109 at, roving contract documents and specifications and ordering advertisement for bids <br />for Improvera~t Project g92-01A (Crack filling of MSA Streets). <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin and <br />Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt Resolution <br />g92-05-110 approving contract documents and specifications and ordering advertisement for bids <br />for Improveraeht Project #92-02 (Crack filling of Brookview and White Pines Estates Additions). <br /> <br />Motion carried. ¥oting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin and <br />Zimmerman. Voting No: None. <br /> <br />Motion by C0~ncilmember Peterson and seconded by Councilmember Beyer to adopt Resolution <br />g92-05-111 appro¥ing contract documents and specifications and ordering advertisement for bids <br />for Improven~snt Project g92-03 (Crack filling of Menkveld's Unplatted and Menkveld's country <br />Park Additions). <br /> <br />Motion carrie, ct.
