That is not to say all parks will be developed right away, but a <br />needs asses~ent:will be done. <br /> <br />Another rest~d~nt :inquired about a trail from 153rd through Juniper Ridge to the fiver and north of <br />156th. <br /> <br />City Adminiatrator Schroeder stated that the ,C, ity of Ramsey has about 40 parks and only about <br />three or fo~r~i of!ihem are "really developed. He stated the Commission will be discussing <br />neighborh~ pal~s and where they fall on the priority list. A case will be placed on the agenda to <br />determine ~h~t ~stricts the parks are in and how many dollars it will take to develop a park in the <br />area and h~ m~jay dollars have been dedicated by the developer or through park assessments. <br />Some of the ofitea?j'a that will be looked at will be the density of the area and where the dollars have <br />come from.; ~Nit!l regard to a park for the Stanhope Terrace residents, he stated there may be a <br />chance thai ~- e .park ground could be leveled right away, but he didn't think anything more <br />significant thln mat could happen immediately. <br /> <br />A resident ~a~nmented that this area is one of the highest tax base areas in the City and reiterated <br />that the resi~t~nts'~are willing to volunteer labor. <br /> <br />Case #2: :: S~rategy for Park Development <br /> <br />Parks/Utilit~o~ COordinator Boos stated the intent of this joint Commission/Council meeting is to <br />examine th~ ~a:r_ ~ and open space dedication portion of the Subdivision Ordinance to determine if <br />what is co~.aini~d within it addresses the presumed needs of the City. The subdivision <br />requiremenga~are~currently under review by Staff. He added that questions and multiple choice <br />comments/~r~sw0rs have been listed in the case packet to assist in examining the effectiveness of <br />the subdivision ~dinance. <br /> <br />The CommiSSion and Council proceeded to discuss each question. <br /> <br />1) When[ should neighborhood parks be developed? <br /> <br />The following q~Jestions were raised - developed to what extent and if fully developed, does this <br />include an iffigation system, etc.? Should a commitment be made at the time of the development <br />platting? <br /> <br />Councilmeml0er Zimmerman stated that developers want to see what their park dollars are doing. <br /> <br />Chairperso~ Hetland stated that we need to look at each subdivision and determine if land, cash or <br />a combinati~h of:both are needed. <br /> <br />Commissiot~¢r ~C.~k stated he agrees that each subdivision's needs must be assessed. If the whole <br />park dedication is land, there is no money available for development.
