1i.t::ruJ,~.. B 'I

Aplj110,2oo8

To:

. Mayor Tom Gamec

The City Council Members

. Ramsey Planning and Zoning Commission

Ramse)' Parks Commission

City Administrator, Kurt Ulrich

The SunfISh lake sh<;)reline park trail..

. This topic reSurfaces again after being put to rest in the 1990's, and' appears to be driven again by staff of
'the.City. who like to put lines on maps. . NONE of the owners qfthe shoreline were ever' in favor of any
sort of trail or walkway along the shoreline of the (at the time) totally private Jake, with no publio access.
With the construction of Sunwood Drive on the south, any real reason to want to look at this water has
left. The Egrets and Sandhill cranes were the last, the Trumpeter Swans left when construction started.
Even the number of Geese uselng the lake is decreasing. The Geese effeCtively keep other water birds
. away while they are there. The Seagulls left when the landfill closed to dumping.

The idea that people who own lake frontage would like a trail in their front yard Is ludiCris. They pay extra
in taxes for this land classification, And it is THEIR FRONT YARD. There is the reason it is called Lake
Frontage and stated that the property FRONTS on a lake or waterway. Even If the trail is In a baCkyard, .
the first thing that happens is the 6 foot high fence to create the privacy that is desired. The first example
of this BAD planning exists in the Rlversbend Plat, I would bet that this segment is v~ry unused. :.

Back to Sunfish Lake, which is really NOT Sunfish lake, it is Grass Lake in all official records for the.
county and state. The DNR In it wisdom of classifying wetlands in the 70's designated this lake with the

- -.
most restrictive lake class In the city. Thls.was accompUShed Pre 1979 when I became a Piannlng
. Commission member. It is the only water body in the city with this classification. In those days the name
of the class sounded nlee. so it was accepted. An offICial name change would be a nice project for the
Ramsey Parks Commission I would think

Now the trail planning. and cajoling of the last two owners of private property needed for any sort of trail
has started again. There are many options being offered for the land and access needed (hearsay)
including, land .not on the lake, and Increased density above R-1 with staff support for it. This is a totally
