<br />Assistant City Administrator Nelson stated that she was only looking for policy direction on a <br />percentage amount. She stated that the Youth First request will be taken t6 the Park Board in <br />May before it comes back to the Council for action. <br /> <br />Public Works Director Olson stated that he feels their request needs to be weighed into the <br />percentage discussion. <br /> <br />Councilmember Strommen stated that her concern is that she does not want to base this policy on <br />a specific request and would like the Council to be careful about separating the discussion. <br /> <br />Councilmember Elvig asked why the City was considering the $29,000 request. <br /> <br />Mayor Gamec stated that the program will drop if the City doesn't help support it. <br /> <br />Councilmember Dehen stated that there are a lot of worthy programs and a lot of people in need <br />right now and he feels that area churches can also step up. He stated that he is not questioning <br />whether there is a need for services, but if there is a pro rata share, how much it would be and <br />whether it is a City function to do it. <br /> <br />Councilmember Look stated that he would like to know what Youth First will use the $29,000 <br />for. <br /> <br />Assistant City Administrator Nelson stated that she did not provide that information in the packet <br />because she was looking for more of a policy discussion tonight and their request will go before <br />the Park Board before it comes to the Council. <br /> <br />Councilmember Look stated that he feels that information is relevant to the decision because <br />depending on their plans, he may consider stepping up the support. <br /> <br />Councilmember Elvig stated that he would like to propose a percentage split of 70% towards <br />park capital program and 30% towards community programs/activities. <br /> <br />Assistant City Administrator Nelson noted that the lawful gambling fund is not a guaranteed <br />revenue stream. <br /> <br />Councilmember Strommen stated that she would like the City to set a percentage that feels <br />comfortable and not one that is set around a specific request. <br /> <br />City Administrator Ulrich suggested that the policy be worded that at least 70% of the funding <br />goes towards park capital projects. <br /> <br />Mayor Gamec stated that when it comes to park projects, the City has been really cheap. <br /> <br />Park and Recreation Commission Chair Johns stated that she would like to see an 80%/20% split <br />because there are a lot of big things coming up this year. She stated that the only money coming <br />in is from this fund and development dollars.
