<br />. development dollars coming into the City in the next few years because of the economy, which <br />will have an impact. <br /> <br />Councilmember Strommen stated that she likes City Administrator Ulrich's suggestion of <br />wording it that "at least" 70% of the funds should be spent on park capital projects. <br /> <br />There was a Consensus of the Council to change language in the policy that at least 70% of the <br />lawful gambling funds will be used towards park capital projects. <br /> <br />The Council discussed the skate park equipment and a possible fishing pier on the Mississippi <br />River. <br /> <br />Assistant City Administrator Nelson confirmed that the intent of the Council was that the <br />70%/30% split would also apply to the balance in the fund as well as the annual revenue. She <br />stated that she will bring back a code amendment for Council consideration. <br /> <br />4) Update on Ramsey Town Center <br /> <br />City Administrator Ulrich stated that in looking to get a market analysis of the property, the City <br />has received one proposal from Deloitte and Touche and expects another one next week. He <br />stated that the goal is to figure out what the property is worth so when there are discussions with <br />developers, the City knows what kind of concessions it can make. <br /> <br />Councilmember Dehen asked if this information would be public. <br /> <br />City Administrator Ulrich stated that he was unsure, but as it is spending public money, it is <br />more than likely to be public, however if it was part of a real estate transaction, it could be kept <br />private. . <br /> <br />Councilmember Strommen suggested that the City get an opinion from City Attorney Goodrich <br />on this issue. <br /> <br />Community Development Director Miller noted that the proposal from Deloitte and Touche <br />indicates that if they see that this is not a good path for the city to take, they will let us know as <br />soon as they do and not wait for that information to be included in a written report at the end of <br />the process. <br /> <br />City Administrator Ulrich stated that the proposal from Deloitte and Touche was, in his opinion, <br />high, coming in around $50,000 to $60,000. He stated that there was a meeting with some RTC <br />partners, such as Tinklenburg, Solomon Group, Jim Deal, and D.R. Horton to kick off the rail <br />station and gather letters of support for one. He stated that it was also an opportunity to share <br />what is happening with their projects. He stated that the PSD building is building out their <br />bottom floor for Wells Catering to have a banquet center. He stated that they are also planning a <br />brick courtyard area and fountain along Sunwood that will be used for weddings and receptions. <br /> <br />City Council Work Session /AprilI5, 2008 <br />Page 9 of 10 <br />
