<br />continuing to hold one-on-one meetings with certain businesses. He stated that the options <br />reviewed were Al a tight diamond; A2 a loop in the SW quadrant; A3 a single point intersection; <br />A4 an offset single point intersection and B 1 an avoidance option for the mobile home park. He <br />stated that the County had asked them to look at option A3 because of the success of the single <br />point intersection at Hanson Boulevard. He stated that the most negative comments were about <br />the avoidance option, however, he noted that this option was the one favored by the residents of <br />the mobile home park. He stated that they have added a new option for the Council to consider <br />AS, which is single point intersections at both Sunfish Lake Boulevard and Ramsey Boulevard. <br /> <br />Councilmember Dehen stated that the parkland in the area was deeded to the County with the <br />provision that it be maintained as a park. He asked how there can be a road design that goes <br />through a part of the parkland. <br /> <br />Ms. McCorkle stated that the original agreement was filed in the early 1970's and was very <br />strict. She stated that there are no living relatives and after 30 years, the covenants have expired, <br />so the restrictions have gone away. She stated that they are planning to work with the Met <br />Council because this is a regional park, but they have expressed their support for this because it <br />provides for access to the park. <br /> <br />Councilmember Dehen asked what will happen with the south lane area of Highway 10. <br /> <br />Ms. McCorkle stated that there are a few potential uses for this area and gave examples of storm <br />water run off, frontage road, or turned back for additional development. <br /> <br />Public Works Director Olson stated that there has been some discussion of additional berm type <br />sound protection for the Rivenwick area. <br /> <br />Mr. Demaris reviewed their schedule and noted that they will once again hold public meetings to <br />share the details of the design and impact assessments sometime this summer. He stated that <br />they are on schedule right now. <br /> <br />Councilmember Jeffrey stated that at the Anoka Technical College, he has met with engineers to <br />determine what the intersection will look like at Thurston Avenue. He stated that he has asked <br />for consideration of a frontage or backage road off of Sunfish Lake Boulevard to give additional <br />access to the college. He stated that the way it is currently designed takes down the access points <br />from 3 to only 1 for 2,000 students. He stated that he did not feel this was a safe option for <br />exiting, especially in the case of an emergency. <br /> <br />Councilmember Look asked if there had been public input on AS. <br /> <br />Public Works Director Olson stated that they did not see the AS design, but it resulted from <br />comments they made about the other options. He noted that the biggest concern was the people <br />who lived south of Riverdale Drive, closest to the river. He stated that MnDOT will allow us to <br />come down to grade level a little quicker than the usual design. <br /> <br />Councilmember Dehen asked why the planned frontage road couldn't just run along the highway <br />which would eliminate the impact of going into the County parkland. <br /> <br />City Council Work Session / April 22, 2008 <br />Page 2 of 4 <br />
