Mr. Demaris stated that this alignment of the frontage road is because they want the intersection
further away because of elevation issues and also it makes sense for the Holiday Station. He
stated that it also makes sense to extend the frontage road over towards Armstrong Boulevard,
but that detail will be worked out later.

Ms. McCorkle stated that in discussions with the County Parks Department, they didn't mind the
road alignment because it would allow them to do some buffering and landscaping in the
parkland to provide more of a blockage from the highway.

Mr. Demaris stated that the A5 option has beenposted on the City's website and postcards were
sent out to anyone who signed in or submitted a letter to the City regarding the designs, letting
them know about tonight's Council meeting discussion.

Mayor Gamec stated that he thinks a point should be made to tell people that this road project is
not going to happen right away.

2) Old Town Hall

Assistant City Administrator Nelson stated that past Council's have had discussions on what to
do with Old Town Hall many times in the past 10 years. She stated that in researching this issue,
she found that in August of2005, a resolution was passed by the Council, directing staff to move
forward on getting ready to move the building to the R TC area. She stated that there has been no
action taken and the resolution appears to still be valid. She stated that the other scenarios
discussed in the past, were; complete the restoration of the building at its current location and use
it for community meeting space or a historical center, or; complete the restoration and lease the
space to a private entity to operate a business and noted that at one time, Landmark Bank had
indicated an interest in this scenario, or; move the building from its current location to a new
location in a City park, then the building could be used for community meeting space and/or a
historical center. She stated that the last option of moving the site, would remove the "historical
site" designation.

Councilmember Dehen asked why there wasn't an option of demolition. He asked if this was the
only historical building in the City.

Assistant City Administrator Nelson stated that a demolition option had not been discussed and
noted that it is the only historical building in the City.

Councilmember Dehen stated that perhaps the building could be demolished and the bricks used
for planters in RTC. He stated that he is not opposed to saving old buildings, but this is a small
building that is probably infested by vermin and he feels it would take a lot of work to make it
useable.

Mayor Gamec stated that he would like to see if Landmark Bank is still interested in using the
space for offices. He stated that he is not sure the building fits with the RTC plans, but
understands the sentimentality connected with the building because some residents attended
school there.

City Council Work Session I April 22, 2008
Page 3 of 4
