<br />Assistant City Engineer Himmer stated that the City needs more storage for the northern portion <br />of the City. <br /> <br />Public Works Director Olson stated that there is an immediate need and noted that last year <br />during the summer months, the water levels were very low. He stated that by the time this water <br />tower is up and running it will probably be the spring of201O. <br /> <br />Councilmember Look asked what the dollar amounts for the bids were. <br /> <br />Assistant City Engineer Himmer stated that Bolton & Menk's bid was $148,600 and <br />Progressive's was $169,330. He also reviewed the bid amounts from HDR and Hakanson <br />Anderson. <br /> <br />Councilmember Look asked if the scoring was somewhat subjective and if Hakanson Anderson <br />was also a local company. <br /> <br />Assistant City Engineer Himmer agreed that the scoring process was somewhat subjective and <br />that Hakanson Anderson was a local company. <br /> <br />Councilmember Elvig stated that he feels it is important for the public to know the purpose of the <br />water tower and noted his concern that the public may feel blindsided by this discussion. He <br />stated that he would also like consideration to be given for a low profile tower that would be <br />more aesthetically pleasing and fit into a park atmosphere. He asked why the bid amounts were <br />not included in the case. <br /> <br />Assistant City Engineer Himmer apologized and noted that the financial information should have <br />been included. <br /> <br />Councilmember Look stated that he is not sure why Hakanson Anderson was marked down and <br />noted that their bid was closer to that made by Bolton & Menk than Progressive's was. He stated <br />that he would be more inclined to consider another local company like Hakanson Anderson. <br /> <br />Assistant City Engineer Himmer stated that the biggest issue with Hakanson Anderson was their <br />lack of experience with similar projects and noted that their RFP relied very heavily on <br />consultants and proposed, for example, to have S.E.H. do the design and a portion of the <br />inspections. He stated that although many of the RFPs utilized consultants, most of the other <br />bids planned to do the design work themselves. <br /> <br />Councilmember Elvig asked if there was any indication of which company may be able to <br />deliver a more unique product. <br /> <br />Assistant City Engineer Himmer stated that staff will include Councilmember Elvig's comments <br />about the design. He stated that all of the companies are professional and noted that he is <br />confident that any of them could probably do the job. <br /> <br />Councilmember Dehen asked if the City had any problems with any of the bidders. <br /> <br />City Council / April 22, 2008 <br />Page 14 of 18 <br />
