<br />Public Works Director Olson stated that he feels that S.E.H. would do a fine job with the welding <br />inspections and that Bob Colmer, the special inspector named for all the bids, except Bolton & <br />Menk's, has worked with the City in the past and it has been a good experience. He stated that <br />the RFP stated that staff felt HDR's bid was too high, they felt that Hakanson Anderson did not <br />have enough experience with projects this size. He stated that Progressive has had around 10 <br />projects similar in size to this one and specializes in water and noted that they had pointed out <br />the importance of looking at shadows and distances to other properties. He stated that Bolton & <br />Menk understands the process and has voluntarily offered to withdraw their proposal. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Jeffrey, to approve <br />entering into an engineering contract with Progressive for water tower #3, not to exceed <br />$169,300, and to prepare a Feasibility Study for the design and construction of water tower #3 in <br />Elmcrest Park. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Jeffrey, Dehen, Elvig, <br />and Look. Voting No: None. Absent: Councilmember Olson. <br /> <br />Case #7: <br /> <br />Consider Support for Anoka Aquatic Center for 2008 <br /> <br />Mayor Gamec stated that the City has been contributing to the Anoka Aquatic Center since 1998 <br />and because of this gets a special rate reduction for residents. <br /> <br />Civil Engineer II Linton stated that this program is supported from the charitable gambling fund <br />and for the last few years, the Park and Recreation Committee has suggested that these funds be <br />directed elsewhere and not be contributed. He stated that at a recent work session, there was a <br />consensus by the Council to create a policy that a minimum of 70% of these funds are used for <br />improvements to City parks and a maximum of 30% be used for other purposes. He stated that <br />the recommendation from the Park and Recreation Commission is to deny the request for these <br />funds and see if there is a significant impact on the number of users. <br /> <br />Councilmember Elvig stated that he would like to know what other options there may be for <br />residents of Ramsey, such as the Andover pool. He stated that he would also like to note that the <br />case lists $10,000 of expenditures for Juvenile Diversion and he feels this number is actually <br />closer to $3,200. <br /> <br />Councilmember Look stated that he understood that the season passes could be tracked for <br />. Ramsey residents but asked if there was a way to track the recreational usage. <br /> <br />Civil Engineer II Linton stated that the daily user information is not tracked and they also do not <br />receive a discount. <br /> <br />Councilmember Look stated that there is no other outdoor pool around that residents can use, so <br />he would like to support it for this reason. <br /> <br />City Council!
