A roll call vote was performed by the Recording Secretary.

Councilmember Dehen:
Councilmember Jeffrey:
Councilmember Strommen
Councilmember Look
Mayor Gamec
Councilmember Elvig
Councilmember Olson

aye
aye
aye
aye
aye
absent
absent

Motion carried.

Case #5:

Consider Awarding Bids for IP 08-24 Sunwood Drive Streetscape
Improvements

Civil Engineer II Linton stated that the Ramsey Town Center project was originally designed to
be pedestrian friendly and also include things like benches, landscaping and irrigation. He
stated that there has been discussion about completing the streetscape improvements and after.
the March 11,2008 work session, the project was scaled back. He stated that staff is proposing
that the project be limited to the north side of Sunwood Drive from the Municipal Center to
Ramsey Boulevard and the south side of Sunwood Drive from the Municipal Center to Coborns.
He stated that it would involve installing sidewalks, planting beds, irrigation and coordination
with Connexus for the lighting. He stated that bids were opened on April 18, 2008, and the
apparent low bidder is Standard Sidewalk, Inc. He stated that there were 9 official bids and over
30 people picked up plans for this project. He stated that the second lowest bidder was Creative
Construction. He stated that staff has contacted references and found that Standard Sidewalk has
worked for both Minneapolis and St. Paul on their street replacement projects and comes highly
recommended. He stated that they have received a legal opinion that the City does not need to
go out to bid for the contract with Connexus. He stated that the funding source for this project
would be the RTC letter of credit and that staff recommends awarding the bid to Standard
Sidewalk, Inc. in the amount of $366,522.60 and also contract with Connexus for the installation
of the street lights.

Councilmember Jeffrey asked for a review of the RTC letter of credit funding.

City Attorney Goodrich stated that the City is authorized to make these types of improvements
and use the letter of credit funds.

Councilmember Look stated that there are already some sidewalks in place near Jim Deal's
building.

Civil Engineer II Linton stated that there are temporary sidewalks in place and the bid does
include tearing these out and completing them as part of the streetscape plans.

Councilmember Dehen asked why the sidewalk wasn't put in correctly the first time.

City Council / April 22, 2008
