V ~o!~ing No: None. <br /> <br />Case ~: ~ G~oss Earnings Tax. <br /> <br />City Admin~i ~tra~r Schroeder stated that he invited representatives from Anoka Electric <br />Cooperativ~ ad ~dwest Gas Company, as both of these utilities were affected by the proposed <br />ordinance, g ~ a recent levy setting meeting for the 1993 budget, Staff was directed to propose <br />a gross can tgs~rdinance at this meeting. As presented in earlier discussions, it has been <br />estimated tha ~ gross earnings tax on revenues received by Anoka Electric Cooperative and <br />Midwest Ga..~otfld result in revenues received by the City in excess of $150,000. <br /> <br />Mr. Schro~.~ ~ explained that local goventment aid for December could be reduced or <br />eliminated e~n ~w. The City is looking at continual erosion of those revenues. Franchise fees <br />could redue~t~is §low to our revenues. <br /> <br />The represen!ativ~e from Anoka Electric Cooperative suggested that we consider a franchise <br />agreement v~il h ~ utility suppliers. This would set up the rules for doing business together and <br />allow for pla~ 1 tin, by both the City and the utilities. <br />Mr. Schr°~inoi~ that the Suburban Rate Authority has a "boilerplate' franchise agreement for <br />use by otherS. <br /> <br />Planning and~ _Zo~ng Commissioner Deemer asked how we would propose to collect this gross <br />earnings tax tib, m~ity of Anoka Electric Utility. <br />Councilme ~m!~r, l~t yer explained that we would enter into a franchise agreement with them as well. <br /> <br /> <br />
