'[ <br />Case b~8: i R~view of Street Lighting Policy <br /> <br />City Engin ~_e~r Ja~n~ kowsld stated that from the period of February 1989 through June 1990, the <br />Planning angl~.o~ng Commission dealt with the issue of establishing a City street lighting policy <br />on 13 separ$~ ml~e~g dates. At the conclusion of these meetings, the City Council held a public <br />hearing in J~? 1,~gfi0 and directed Staff to prepare a street lighting policy. <br />After his arliqal 4t the City of Ramsey in August 1990, Mr. Jankowski stated that he presented a <br />case at the )h~lept~mber 25, 1990 meeting which he discussed, at length, his thoughts on the <br />developm¢fl!.!of ~street lighting policy he was subsequently directed to prepare by City Council <br />that evenin~ [Th~ existing policy was adopted by the City Council on February 27, 1991. <br /> <br />Since this p0,- ~.cy~as adopted, Mr. Jankowski was informed by one member of the Planning and <br />Zoning C ~on{~sslon that the standards referenced in the policy were not consistent with the desires <br />of the Comtaliss~n. In particular, the style of lense preferred by the Planning and Zoning <br />Commissior~ _~aSi~e flat glass lense which will minimize glare, whereas the lense specified in the <br />policy is a dg~p s01e polycarbonate lense which is resistant to breakage from vandalism and which <br />is engineere4 ~o ~jsperse light more effectively along the roadway. <br />Also, the pc r.[il:y Was adopted prior to any subdivision lighting being in place anywhere in the City, <br />except for ~rtl~ork where the street lights are owned and operated by the home owners <br />association.~l Fh~ current policy allows any of three ornamental light styles carded by Anoka <br />Electric Co ~ erafive. At the present time, Wood Pond Projects subdivisions have selected the <br />Traditionair [i~tyl~ standard, which is the same standard used in Northfork. Presently, there are 14 <br />of these om ~ aentja~ 1 light standards and two of the cobra head type street lights which are used at <br />priority inte~:cti{ns. At the present time, there are 15 subdivision street lights which will need to <br />be in six ne~'i;ubil]ivisions, as well as 12 street fight locations at priority intersections for which ten <br />developers ~ ye rbad money held in escrow. The policy should be revised, if necessary, so that <br />these pendin~ insr~thllafions can proceed consistent with the desires of the City. <br /> [ <br />Planning and, ZoS~ing Commissioner Benjamin Deemer stated that he was on the Planning and <br />Zoning Co~ais~on when the study was done and the street lighting policy established. He <br />further expl~ii aed~that the drop style polycarbonate lense and two styles of the decorative lights <br />were found ~o be fia violation of the glare standards. <br /> .~ f <br />Mayor Gilb~o~ pointed out that there were two major drawbacks to the flat glass lense type of <br />street light; ~r. st, ~here is a spotlight effect and second, great numbers of insects collect on the <br />ballasts andb~trn ~' d then bum out the ballasts. <br />Councilmen~bi~r la~e~ terson asked Mr. Jankowski to elaborate on the two type of street lights. <br />Mr. Jankowil ro~lied that he had not heard of the reduced ballast life for the flat glass lense, but <br />that breakage, i nd~andalism were certainly a concern. <br /> <br />Motion by C~ <br />style of stre~ <br /> <br />mc~ember Peterson and seconded by Mayor Gilbertson to adopt the Traditionaire <br />ights for subdivisions. <br /> <br />City Council / September 22, 1992 <br /> Page 8 of 10 <br /> <br /> <br />
