Case //6: I E~erald Pond Public Improvement. <br /> <br />With the col plcgDn of the Wood Pond Projects subdivisions, a park known as Emerald Pond was <br />dedicated, he ~evelopment agreements for the Wood Pond Projects included provisions to <br />generate fu~. ~g~or the development of the park. At the present time, a total of $34,602 has been <br />received frd ~ tlllgse subdivisions as park dedication requirements placed in the development <br />agreements t ir tl~se subdivisions. In addition, a total of $56,600 will be special assessed, again <br />in accordan~ wi.~ the development agreements for these subdivisions. This allows a budget of <br />$91,202 fot~tn~vements in Emerald Pond Park. In addition to this money, approximately <br />$31,627 wffi'.!b¢ i~leAicated from future phases of the Wood Pond Projects subdivisions. The <br />developm¢~rt~ag~r, ements anticipated the development of the park simultaneously with the <br />developme~..bf .~.e subdivisions. In keeping with the spirit of this agreement, we are proposing to <br />initiate cons~cti~n of improvements for the park. <br />Councilm~r ~I~din asked if we proposed a bond issue for the remaining $56,600. <br />Finance Offal ,n' .~I~lling replied that these assessments would be covered under a bond issue. '. ~ofing Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, Beyer and <br />Zimmerman~ No~mg No: None. <br />Case 07: P~icy for Assisting Individuals with Hookup Charges to Water and <br /> 'Server Utilities Receiving Availability from Subdivision Extensions. <br /> <br />At the June i~ ~, 1~}92 City Council meeting, it was pointed out that the extension of sewer and <br />water servic~: n ~ Ramsey Meadows Addition would provide availability of municipal services to <br />a property ~u ~i ~d~, the plat. It was acknowledged that similar occurrences will be likely as the <br />City's Urb~l ~er~_ce Area subdivisions continue to increase. The rationale for the mandatory two <br />year time li~ t f~ hookup to municipal services was discussed at the August 11, 1992 meeting. <br />City Counci~ ~ugl~ested the possibility of allowing a 12 month extension of the two year hookup <br />period for i~ ivi~als who had recently invested significant amounts of money into repairing or <br />replacing their o~;-site system. With regard to this suggestion, Staff has amended its proposed <br />policy to allbl ~' a One year extension to individuals who have replaced either the septic tank or <br />drainfield ~ in ~ period of 12 months prior to the sewer becoming available. <br /> <br />A second ~s$~qe n ~sed was the ~nterest rate wMch would be charged.
