Most every <br />resident in.~.ltmgy has experienced the disheartening effects of oak wilt or is familiar with <br />someone w~ iha.,. Annual estamates of red oak mortahty range from 2.5% per year to 5% dtmng <br />the drought. ~. ~e!1988 DNR aerial survey found 214 acres, or more than 20 trees each, dying in <br />Ramsey. ~. <br /> <br />Anoka Coua~ ' i~ most heavily impacted. For 1992, the University of Minnesota Extension <br />Division, S~t C~nservation Service and Minnesota Department of Natural Resources have <br />implemente4. ~ $ ~21~0,000 Federally funded Cooperative Oak Wilt Suppression Program targeted for <br />Anoka Couat <br /> ~'~e nature of this program is to focus available dollars on the work of reducing <br />root grafts ~1 '.x~sting infection centers and controlling the overland spread. This program <br />encourages l~! ic~pation by essentially funding the City's share of a 50/50 match with homeowner <br />and develol~ ~trol work. All oak wilt suppression activity occurring in Ramsey is eligible for <br />cost share frill Lng. <br />Earlier this ] ~ tr, ~e City procured a $5,000 Community Forestry Planning Grant to contract for an <br />updated sur ?{ y, ~apping and control plan. Results of the survey indicate oak wilt is a larger <br />problem th~ ~the ~9.88 DN-R survey indicated. Staffs recommendations are based on the results of <br />the survey,,~il in~. 'm forestry plan. As a result of City Council's July 14, 1992 authorization to <br />throw our I in!the ring", the City has successfully reserved $33,250. This amount (match) is <br />based on th g!~ es .t~mate of $66,500 worth of in-kind and out-of-pocket expenses (cost) to the <br />community~ r o~ wilt suppression. Local unit share or community "cost" is the combination of <br />private horn wn~ expenses and costs incurred by the City. <br /> <br />The purpose~f th~s case is to receive authorization from City Council to proceed with the oak wilt <br />control prol~ aa ulilizing community suppression program dollars and the criteria recommended by <br />the Minnes~~ Sh$~le Tree Advisory Committee's Oak Wilt Task Force. <br /> <br />Motion by C.~unqilmember Hardin and seconded by Councilmember Zimmerman to authorize <br />initiation of it ~ost~share oak wilt suppression program in the City of Ramsey. <br />Motion carri~ -."f ~¥~}ting Yes: Mayor Gilbertson, Councilmembers Hardin, Zimmerman, Beyer and <br />Peterson.
